The top 10 most downloaded papers are presented in Table 2. This table<br />
illustrates that five <strong>of</strong> the top 10 most downloaded ARPs deal with issues<br />
pertinent to Texas. Closer scrutiny <strong>of</strong> these ARPs show that they deal with<br />
contemporary issues <strong>of</strong> interest to citizens, legislators, <strong>and</strong> administrators. A<br />
2003 ARP on domestic partner benefits is one <strong>of</strong> the top five most downloaded<br />
ARPs; it may have generated high download activity in recent years given<br />
the country’s general interest in cohabitation issues, gay rights associated<br />
with marriage, civil unions, <strong>and</strong> domestic partner benefits. West Texas was<br />
in the news in 2008 when Child Protective Services arrived at the ranch <strong>of</strong><br />
the Fundamentalist Church <strong>of</strong> Jesus Christ <strong>of</strong> Latter Day Saints. It might be<br />
reasonable to speculate that download activity associated with a 2007 ARP on<br />
