RQ5: Who else does <strong>the</strong> management <strong>of</strong> an area need<br />

to keep in mind about how <strong>the</strong> various changes will<br />

aff ect <strong>the</strong>m?<br />

RQ6: What initial steps <strong>of</strong> action are needed?<br />

We <strong>the</strong>n formulated 12 open-ended questions and<br />

interviewed 20 people in charge <strong>of</strong> <strong>recreation</strong>al Special<br />

Use Permit distribution (100-percent response rate).<br />

Interviewees’ responses were typed into document form<br />

and <strong>the</strong>n compared and contrasted as we looked for<br />

similar constraints or opinions. Th e goal was to identify<br />

key personnel in <strong>the</strong> permitting process and variation<br />

in <strong>the</strong> Special Use Permit distribution process, and to<br />

gain a better understanding <strong>of</strong> <strong>the</strong> realities <strong>of</strong> permit<br />

distribution.<br />

4.0 RESULTS AND DISCUSSION<br />

Following are <strong>the</strong> phone interview questions and a<br />

summary <strong>of</strong> <strong>the</strong> responses.<br />

Question 1. Who handles <strong>the</strong> distribution <strong>of</strong> <strong>recreation</strong><br />

special use permits for this forest?<br />

Realty Specialists, Special Use Coordinators, Forest<br />

Supervisors, and Forest Technicians. Titles varied by<br />

forest size and visitation rates. For example, in smaller<br />

areas with less visitation, permit distribution would be a<br />

duty assigned under ano<strong>the</strong>r job title, ra<strong>the</strong>r than a job in<br />

itself.<br />

Question 2. What activities or events are managed under <strong>the</strong><br />

Recreation-Specifi c Special Use Permitting process?<br />

Outfi tters (any kind <strong>of</strong> <strong>recreation</strong> retail or supply),<br />

Guides (personal, nonpr<strong>of</strong>i t, and commercial),<br />

Recreation Events, Recreation Residences, and<br />

Concessions (campgrounds).<br />

Question 3. How many special use permits does your forest<br />

manage per year?<br />

Varies by forest, ranging from 90 to 390 <strong>recreation</strong>specifi<br />

c SUPs. Th e percentage <strong>of</strong> SUPs that were<br />

<strong>recreation</strong>-specifi c out <strong>of</strong> <strong>the</strong> total number <strong>of</strong> SUPs varied<br />

by <strong>the</strong> area as well, and seemed to have more to do with<br />

<strong>the</strong> visitation rate than with <strong>the</strong> size <strong>of</strong> <strong>the</strong> area.<br />

Question 4. Has that number changed in <strong>the</strong> past few years,<br />

and why?<br />

About half <strong>of</strong> <strong>the</strong> managers responded, “Yes, <strong>the</strong> number<br />

<strong>of</strong> SUPs went up.” Th ere was no pattern to <strong>the</strong> amount<br />

<strong>of</strong> <strong>the</strong> increase, but no dramatic increases were reported.<br />

Th e o<strong>the</strong>r half <strong>of</strong> <strong>the</strong> managers reported that <strong>the</strong> number<br />

<strong>of</strong> permits had decreased slightly or stayed <strong>the</strong> same.<br />

Question 5. Does your forest use any o<strong>the</strong>r processes, such as<br />

concessions or cooperative agreements, to manage various uses<br />

<strong>of</strong> <strong>the</strong> forest?<br />

Most respondents said that <strong>the</strong>y used campground<br />

concessions. Most areas, even with multiple camping<br />

sites, seemed to have all sites under one concession<br />

permit.<br />

Question 6. Are <strong>the</strong>re any limits on <strong>the</strong> numbers <strong>of</strong> special<br />

use permits issued?<br />

Th e answers varied by forest for numerous reasons. Th e<br />

majority said that <strong>the</strong>re were limits because capacity<br />

ei<strong>the</strong>r had been reached or in some cases had been<br />

breached for a while. Carrying capacity in some areas<br />

had not yet been measured and no permits were being<br />

distributed for those areas.<br />

Question 7. Are <strong>the</strong>re limits on <strong>the</strong> numbers <strong>of</strong> users allowed<br />

under any <strong>of</strong> your special use permits (e.g., a limited number<br />

<strong>of</strong> rafters per day)?<br />

All managers with wilderness areas reported adhering<br />

to federal regulations regarding group size in wilderness<br />

areas. Most water <strong>recreation</strong> areas limited <strong>the</strong> number <strong>of</strong><br />

rafts per day. Some bigger areas reported setting limits on<br />

holidays and at peak-season times.<br />

Question 8. Have requests for special use permits been<br />

denied in your forest?<br />

Nearly all managers said yes. Th e main reasons given<br />

were to preserve habitat and to avoid activities that could<br />

be executed on private land. All managers reported using<br />

a screening process to fi lter out <strong>the</strong> most inappropriate<br />

requests before <strong>the</strong>y had to deny <strong>the</strong>m.<br />

Question 9. Are you experiencing any problems<br />

administering your special use permit program?<br />

All said yes. Most, if not all, managers stated that <strong>the</strong>ir<br />

main obstacles were lack <strong>of</strong> time, lack <strong>of</strong> personnel, and<br />

lack <strong>of</strong> funds and resources.<br />
