The Paperwork Elimination Act was signed into law on 21 October 1998. The Act is the guidance for Executive Agencies<br />

to improve customer service <strong>and</strong> information exchange through the use of information technology. The purpose of this thesis is<br />

to determine the feasibility of the Department of the Navy, specifically the Space <strong>and</strong> Naval Warfare Systems Comm<strong>and</strong>, San<br />

Diego (SPAWAR), to implement the Government Paperwork Elimination Act by the m<strong>and</strong>ated 30 October 2003 deadline. This<br />

study examines the current paper less contracting system utilized by SPAWAR to determine if it can transition to a complete web<br />

based acquisition process. It is the finding of this thesis that, with the right level of funding <strong>and</strong> management oversight, the requirements<br />

of the Government Paperwork Elimination Act can be achieved.<br />
