Welcome to El Alto, our new review of arts and culture in the Americas. Published
twice a year, each issue of the magazine will focus on a specific theme or a country
within this vast and exciting region, collating and showcasing the most innovative
cultural practices we’ve encountered through our various projects. Meaning both
“a stop” and “a place of heights” in Spanish, El Alto wants to be a pause to reflect
and take stock of what we’ve achieved through our projects - and to celebrate and
disseminate the extraordinary people and initiatives that we’ve worked with.
I’m very excited that this first issue celebrates over four years of collaboration with
Outburst Queer Arts Festival in Belfast, an initiative started by my predecessor
David Codling together with Ruth McCarthy, Artistic Director of Outburst. It has so
far identified and supported dozens of queer artists and producers from across the
Americas, from Canada to Brazil and from Venezuela to Mexico, allowing them to
participate in the festival and supporting the development of their local projects.
This first issue, developed in partnership with Outburst, presents 18 of the most
exciting cultural practitioners working at the intersection between gender, sexuality
and the arts; and it includes fashion designers, illustrators and visual artists, poets
and curators, musicians and theatre directors, filmmakers, actors and activists.
On the one hand, this publication is a sort of compendium of what’s new and
exciting in queer arts in the Americas. Our use of “queer” here means not lesbian/
gay art but the wider artistic practice that explores (and critiques) normative
identity-based discourses. Hence our use of the LGBTQI+ label throughout the
text, the “+” being key. On the other hand, we also want to contrast and enrich the
debate on queerness by bringing in experiences from the South that differ to those
from the Northern hemisphere. To this end we have also commissioned a few essays
that explore this difference in Mexican and Caribbean visual arts, folklore in the
Peruvian and Bolivian Andes and political dissidence and dance in urban Argentina.
This publication is the result of several years of hard work, patience and vision from
many colleagues and partners in the UK and the Americas, so my first thanks go to all
of them. Arriving three years into this collaboration with Outburst, I felt inspired and
compelled to bring together the different stories behind this programme. I hope you
enjoy them and that they allow you to better understand this exciting and important
area within culture and the arts that celebrates creativity and freedom, and pushes
the boundaries of the human to new horizons.
Special thanks go to Natalia Mallo for the many hours spent editing this magazine
and the many cigarettes smoked (via Skype) between Recoleta in Buenos Aires and

Bienvenidos a El Alto, la nueva revista bianual sobre arte y cultura en las Américas
del British Council. Cada número de la revista estará estructurado alrededor de
un tema (o un país de la región), presentando lo más innovador e interesante
del panorama cultural panamericano actual. El Alto, con su significado doble de
“parada” y “lugar en las alturas”, es una excusa para hacer una pausa y evaluar
nuestro trabajo, su impacto, y contar las diferentes historias detrás de nuestros
proyectos y sus participantes, celebrando y diseminando el trabajo de artistas y
productores culturales con los que trabajamos en la región.
Me emociona mucho que este número inaugural se centre en los cuatro años de
trabajo con Outburst Queer Art Festival en Belfast, una colaboración iniciada por mi
predecesor David Codling junto con Ruth McCarthy, Directora Artística del festival.
El programa ha apoyado hasta el momento decenas de artistas y productores queer,
desde Canadá hasta Brasil y desde Venezuela a México, llevándolos a participar del
festival y apoyando el desarrollo de sus proyectos locales. En este primer número
reunimos 18 de los perfiles más innovadores de la escena queer regional, quienes
trabajan temas en la intersección del género, las sexualidad y las artes. En la lista
entra todo el abanico completo de las artes e industrias creativas, incluyendo
diseñadores de moda, ilustradores, artistas plásticos, poetas, curadores, músicos,
directores de cine y teatro, actores y activistas.
Por un lado, esta publicación quiere ser un compendio de lo nuevo dentro del
panorama de arte queer en las Américas, entendiendo lo queer no sólo como
sinónimo de manifestaciones artísticas lésbico/gay, sino en un sentido más amplio
como ejercicios de exploración y crítica de los discursos normativos alrededor de
la identidad. De ahí nuestro uso de la categoría LGBTQI+ a través del texto, siendo
el “+” clave. Por otro lado, la publicación busca también problematizar y enriquecer
el concepto de lo queer a través de la inclusión y el contraste con experiencias
del hemisferio Sur, que difieren sustancialmente de las del Norte. Para este fin
comisionamos algunos ensayos introductorios, que exploran esta diferencia en
espacios específicos, desde el arte visual mexicano y caribeño contemporáneo
hasta las fiestas populares andinas en el Perú y Bolivia y la nueva confluencia entre
disidencia política y danza en Buenos Aires.
