trees, if they have already lost their vigor to grow<br />

through year of disturbances such as heavy<br />

grazing.<br />

Among the specific action plans, stone pine action<br />

plan and locust (carob tree) action plan can be<br />

mentioned. With these plans, degraded<br />

unproductive lands can be utilized to produce<br />

valuable products, either through planting<br />

seedlings or promoting sprouting stumps (in the<br />

case of carob tree).<br />

5. OTHER PROJECTS CONTRIBUTING TO<br />

NON-WOOD FOREST PRODUCTS<br />

State forestry authorities have also developed<br />

some projects and action plans to promote species<br />

with won-wood forest products. Among these,<br />

rehabilitation activities carried out by General<br />

Directorate of Forestry hold an important place. In<br />

these activities degraded sites are protected from<br />

natural and anthropogenic disturbances, and then<br />

promising species and individuals on site are<br />

liberated from competition. Prescribed burning,<br />

cutting and grafting can also be employed to<br />

promote new and healthy sprouts of these valuable<br />

6. SOME ISSUES RELATED TO PRIVATE<br />

AFFORESTATIONS<br />

One of the main issues is related to “degraded” or<br />

“unproductive” forest lands allocated for private<br />

afforestations. The data shows that about ¾ of the<br />

private afforestations are established on such<br />

lands. These lands are considered to be degraded<br />

or unproductive because they have a crown<br />

closure less than 10 % and they produce little or<br />

no income for forest authorities. These lands are<br />

generally marginal sites with lack of water and<br />

nutrients, prone to water and wind erosion.<br />

However, most of these areas are covered by<br />

significant amount of shrubs or herbaceous ground<br />

vegetation, which is adapted to these adverse site<br />

conditions and performs important ecological<br />

functions. These sites can be good places to<br />

sequester carbon in and above the ground, they<br />

can protect soil from erosion, and they can even<br />

create valuable wildlife habitats for birds and<br />

small mammals. More importantly, some of these<br />

sites are inherently rich, but shows little of its<br />

potential because of excessive utilization through<br />

cutting or grazing. If these sites are protected from<br />
