SLOVENSKÁ EKONOMIKA68EKONOMICKÉ UDALOSTI POHĽADOMANALYTIKAPavol Ondriska, ING dôchodková správcovská spoločnosťSlovensko sa drží na čele rebríčka rozvíjajúcich sa krajínv strednej Európe, teda aspoň čo sa týka tempa ekonomickéhorastu. Podľa údajov Štatistického úradu vzrástol výkon domácejekonomiky v poslednom štvrťroku 2004 medziročne až o 5,8%,čo je zároveň najvyššie tempo od prvého štvrťroku 1998. Zacelý rok dosiahol rast hrubého domáceho produktu (HDP)hodnotu 5,5%. Pri porovnaní s krajinami eurozóny ide takmero trojnásobné tempo rastu, avšak vzhľadom na nižší základ je topochopiteľné. Hoci má Slovensko najvyššiu dynamiku ekonomickéhorastu, inou otázkou je štruktúra. Tá je na Slovensku menej„zdravá“ ako u našich regionálnych konkurentov.Dynamika ekonomického rastu Slovenska síce prekvapila,avšak štruktúra výdajov novú informáciu nepriniesla a v súlades očakávaním zostala obdobná ako v predchádzajúcomštvrťroku. Najmä domáci dopyt sa postaral o ekonomickýrast, zatiaľ čo čistý export tlačil naopak na jeho pokles. Čistýexport tovarov a služieb opätovne vykázal negatívny príspevok(-2,5%) k celkovému rastu HDP, čo už skôr dával tušiť prehlbujúcisa deficit zahraničného obchodu, zverejňovaný v predchádzajúcichmesiacoch. Naopak najvyšší kladný prírastok k rastuHDP vytvorili hrubé investície (3,6%), a to predovšetkýmvďaka položke zmena stavu zásob (3,5%). Keďže časť zásobzahŕňa pravdepodobne aj rozpracované investičné projekty,malo by sa ich dokončenie pozitívne odraziť už aj v samotnejtvorbe hrubého fixného kapitálu a potom aj v exporte. Rastspotreby domácností, ktorá tvorí zhruba polovicu HDP, zvýšilsvoju dynamiku (na 4,3% z 3,7% v 3. štvrťroku 2004) a príčinumožno hľadať aj vo zvyšujúcom sa raste reálnej mzdy (o 4,4%).Reálne mzdy sú takmer o pätinu vyššie ako pri vzniku Slovenska.Avšak netreba zabúdať, že priemerná mzda nie je najlepšíukazovateľ, ktorý by mal indikovať príjmovú situáciou ľudí a užvôbec nie životnú úroveň. Jednako je to ukazovateľ politickynajpríťažlivejší a pre bežných občanov aj najčitateľnejší.Na vysoký rast reálnej mzdy sa môže obyvateľstvo tešiť ajv roku 2005. Dôvodom je, že nárast miezd v podnikoch sav rámci mzdového vyjednávania zvyčajne odvíja od minulejinflácie (a teda pomerne vysokej za rok 2004), avšak dynamikarastu cien za rok 2005 bude výrazne nižšia. Výsledkom takbude spomínaný silný rast reálnych miezd v roku 2005, ktorýby mohol presiahnuť hranicu 4 percent. Zároveň vyššie príjmya zlepšujúce sa očakávania ohľadom budúcností podporiaochotu ľudí utrácať, čo bude tlačiť na spotrebu a dovoz. Sumasumárom aj v roku 2005 by Slovensko malo vykázať viac akoslušný ekonomický rast, ktorý by podľa odhadu ING DSS moholdosiahnuť 5,1%. V súvislosti s ekonomickým rastom sa častouvádza odhad, ako dlho bude trvať, až Slovensko „doženie“vyspelú Európu. Takýto prepočet je síce zaujímavý, ale čiastočneaj zavádzajúci, keďže predpovedať parametre ekonomík nadvadsať či tridsať rokov dopredu je ako veštenie z kariet.K pravidelným štvrťročným údajom, ktorým dominujú dátaza hrubý domáci produkt, patria aj údaje hodnotiace vývojna trhu práce. A tie, ktoré sa viazali na posledný štvrťrok2004, bolo možno vnímať pozitívne. Veď zamestnanosť v celomnárodnom hospodárstve vzrástla medziročne o 1,3%, čopredstavovalo vyše 29 tisíc osôb. A zároveň aj rast národohospodárskejproduktivity si udržal silné tempo. Zdá sa, žeSlovensko už má za sebou zvyšovanie pridanej hodnotyna zamestnanca len prostredníctvom prepúšťania prebytočnýchpracovníkov. Chybičkou krásy však je, že zaEconomic events in Slovakia at a glancePavol Ondriska, ING d.s.s.Slovakia keeps its leading position among the emergingeconomies in central Europe concerning a dynamic of the economygrowth. According to Statistical Office, the performance of theSlovak economy increased by 5.8 percent in the last quarter of2004 representing the highest pace since the first quarter of1998. The annual growth of gross domestic product (GDP) for2004 reached 5.5 percent. When comparing with the eurozonecountries, the Slovak growth dynamic was three times higher, but itis understandable regarding its lower basis. On the other hand, thestructure of Slovak GDP growth is less “healthy” than the structurein the regional competitors.The economy growth dynamic surprised, but expendituresstructure did not convey new information and it remained similarto the previous quarter data in line with the market expectations.Particularly, domestic demand represented the driving force ofeconomy growth, while net exports pulled the economy down.The net exports of goods and services showed again a negativecontribution (-2.5 percent) to the total GDP growth, which hadbeen already earlier indicated by deepening in foreign tradedeficit published in the previous months. On the contrary, grossinvestments posted the highest contribution (3.6 percent),mainly due to change in inventories (3.5 percent). Since a part ofinventories includes also semi-finished investment projects, theirfinishing should positively reflect in the item of gross fixed capitalformation as itself and consequently in total exports. The growth inhousehold consumption, which accounts for about a half of GDPamount, increased its growth dynamic (to 4.3 percent from 3.7percent in Q3/04). The strong growth of real wages (4.4 percent)was behind. The level of real wages is about one fifth higher than inthe period when Slovakia was established. However, it is not goodforgetting that average wages do not represent the best indicator,which should indicate an income situation of individuals and theirliving standards, respectively. Nevertheless, the average wages arepolitically attractive and readable for the current citizens as well.The Slovak citizens can look forward to a high real growth ofwages also in 2005. The reason is, that a wage growth under wagebargaining stems usually from the already posted annual inflation(relatively high for 2004), while the consumer price index for 2005will be significantly lower. As a result, the mentioned strong growthof real wages will be reached, the pace of which could even exceeda 4 percent level. Higher income and improving expectationsregarding the nearest future will support a willingness of peopleto spend money, which will press on consumption and imports.In summary, Slovakia should post more than a decent economygrowth also in 2005, which could reach 5.1 percent (forecastof ING DSS). In respect of the economy growth, the issue of EUconvergence is often presented. Although a calculation of the timeperiod when Slovakia aligns with the EU average is interesting, it isalso misrepresenting since the forecasting of economic parametersfor the next twenty or thirty years is not fully objective.Besides the dominated GDP data, also the figures describingthe labour market belong to the data released with a quarterlyperiodicity. The data applying to the last quarter of 2004 was quitepositive for Slovakia. The employment in the national economy roseby 1.3 percent (YoY), representing more than 29 thousand persons.And in addition, growth in national productivity kept its strongpace. It seems that Slovakia got over the increase in added valueper employee only thanks to dismissals. But it might be a problem
astom zamestnanosti stojí skôr zvyšovanie počtu živnostníkovv sektore priemyslu a reštaurácií. Zároveň však dynamikarastu reálnych miezd vystúpila až na úroveň rastu národohospodárskejproduktivity. Kľúčový, z pohľadu udržania konkurencieschopnosticelej ekonomiky, tak bude ďalší vzájomný vývojtýchto dvoch ukazovateľov.Hoci domáci dopyt viac ako slušne rastie, na vývoji cenovejhladiny (resp. existencie dopytových inflačných tlakov)to zatiaľ nie je výrazne vidieť. Rast spotrebiteľských cien vofebruári opätovne spomalil, a to výraznejšie ako očakávaniatrhu. Pri medzimesačnom náraste o 0,3%, sa medziročnádynamika znížila na 2,7% z 3,2% za január. Opätovnepriaznivo pôsobili ceny potravín, ktorých dezinflačný účinoktrvá viac menej už sedem mesiacov. Odhliadnuc od cien potravín(a zároveň s určitým zjednodušením) sa dá povedať,že v rámci celého spotrebného koša mierne rastú len cenyslužieb. A naopak klesajú len ceny spotrebných tovarov, ktorésú tlačené nadol nižšími dovoznými cenami prostredníctvomposilňujúcej sa koruny. Avšak zatiaľ čo ceny potravín klesajú,ceny stravovania v reštauráciách rastú. Že by predsa len prvésignály dopytových inflačných tlakov? Na to dajú odpoveď ažďalšie mesiace.Slovensku sa darí znižovať mieru fiškálnej nerovnováhy. Zarok 2004 verejné rozpočty síce opätovne skončili v deficite,avšak nie v tak hlbokom ako sa pôvodne predpokladalo. Podľaúdajov ministerstva financií hospodárila celá verejná správav roku 2004 so schodkom na úrovni 3,3% HDP, čo je výraznemenej ako rozpočtovaná hodnota 3,9% HDP. Keďže všakpríčinou bolo najmä nedočerpanie prostriedkov v niektorýchkapitolách, nešlo o skutočné úspory ale pravdepodobne leno presuny do roka 2005. Na základe rozhodnutia Eurostatusa súčasťou deficitu za rok 2004 nemusela stať platba za prehratúarbitráž s ČSOB, ktorá by zvýšila schodok o 1,8 percentHDP. Avšak stala sa súčasťou verejného dlhu za rok 2004, ktoréhopomer k HDP dosiahol 43,9%. Je to síce pomerne bezpečnepod maastrichtským dlhovým kritériom (60 percent HDP),avšak na súčasnú hodnotu sme sa dopracovali za pomernekrátku dobu. Ešte že v ďalších rokoch by mala relatívna úroveňdlhu klesať resp. by mala byť stabilizovaná, pretože nominálnyprírastok dlhu (kvôli deficitu) by nemal prevyšovať nominálnyprírastok HDP. Vysoký ekonomický rast by si však žiadalvýraznejší pokles schodku verejných financií a tým aj poklesrelatívnej úrovne dlhu. Obzvlášť v situácií, ak NBS je nútenáuvoľňovať úrokový kanál menovej politiky. Lenže vôľa zrejmechýba. Pre ilustráciu je dobré dodať, že napriek zlepšovaniu jeúroveň fiškálneho schodku na Slovensku vyššia ako je priemereurópskej 25-ky (2,6% HDP).V Európe sa však bohužiaľ vytvoril priestor na potenciálnezhoršenie fiškálnej nerovnováhy, a to zásluhou úpravy Paktustability a rastu. A pritom pôvodnou myšlienkou tohto dokumentubolo zabezpečenie rozpočtovej disciplíny v eurozóne.Hoci oficiálne vyhlásenia to nepripúšťajú, zmena Paktu stabilitya rastu v skutočnosti znamená uvolnenie pravidiel akoodraz neochoty dodržovať fiškálne pravidlá. Veď výnimky, priktorých nebudú uvalené sankcie na vinníkov, sú také vágne, žesa do nich vmestí hocičo. Veľké krajiny, a to najmä Nemeckoa Francúzsko, opäť vyhrali. Ak niekto vyhrá, iný musí stratiť.A tu stratila Európska únia ako celok.Aj v prípade Slovenska príde v práve prebiehajúcom rokuk miernemu zhoršeniu deficitu rozpočtu verejnej správy oproti3,3 percentám v 2004. Podľa plánov MFSR, by schodok nemalprekročiť hranicu 3,4% HDP, avšak k tomu treba prirátať 0,4%HDP kvôli nákladom dôchodkovej reforme. Hoci otáznikomzostáva úspešnosť výberu poistného a následne vývoj hospodáreniav Sociálnej poisťovni. A osobitným faktorom môžebyť dopad vyššieho počtu sporiteľov v II. pilieri dôchodkovéhosystému a tým nižšie príjmy Sociálnej poisťovne. Na druhejstrane celkovému vývoju nahráva možná úspora u úrokovýchnákladov, tak ako klesajú trhové úrokové sadzby. Veď hocithat mainly persons, operating forcedly as small businesses inthe sectors of industry and restaurants, supported the growthin employment. Moreover, the growth dynamic of real wagesaligned with productivity growth pace. The future development ofthese two indicators will be crucial in the near future regardingcompetitiveness of the country.Although domestic demand grew quite decently, it has notreflected in the current price level development and inflationpressures, respectively. The inflation in February slowed down again,even more pronouncedly than the market and NBS expectations.Thanks to a 0.3 percent growth of inflation (MoM), its YoY dynamicdeclined to 2.7 percent from 3.2 percent in January. The prices offoodstuffs had again a positive influence, the disinflation effectof which has persisted more-less for seven months. Not takingfood prices into account and with a certain simplification, onlyprices of services grew. On the other hand, prices of consumergoods declined, being pressed down by lower import prices andrecent firming koruna respectively. However, while the prices offoodstuffs declined, catering prices in restaurants increased. Itraised a question, whether such development does not indicate thefirst demand inflation pressures. We will have to wait and see forthe next months.Slovakia succeeds in a decreasing of its fiscal imbalance. Alsoin 2004, the general government budget reached a deficit, butnot as deep as it had been planed. According to the financeministry, the deficit reached a 3.3 percent of GDP in 2004 beinglower than planed 3.9 percent of GDP. However, lower than planedexpenditures were the reason for the lower deficit, not representingactual savings but only transfers to the next year. Based on therecent decision of Eurostat, the arbitrage payment in case of CSOB,which would have raised the deficit by 1.8 percent of GDP, doesnot need to be incorporated in the deficit. However, the paymentbecame a part of the public debt for 2004 reaching 43.9 percent ofGDP. Although it is sufficiently below the Maastricht debt criteria,Slovakia reached this level only during a short period. Fortunately,the relative debt level should decline or be stabilised, becausea nominal increment of the debt (due to permanent budget deficit)would not exceed a nominal increment of GDP. Nevertheless, theexpected high real GDP growth would require a more pronounceddecline in fiscal deficit and consequently decrease in debt.Particularly in the situation when the central bank is prone to relaxthe interest rate channel of monetary policy. But a political will ismissing. As an illustration, despite the improving, the fiscal deficitin Slovakia is higher than the EU average (2.6 percent of GDP).Unfortunately, a room for fiscal imbalance worseningwas created in the entire Europe stemming from the currentadjustments in the Growth and Stability Pact. Who cares that theinitial idea of the pact was the ensuring of fiscal discipline in theeurozone. Official declarations have not accepted, that the pactadjustments mean a relaxing of the rules. In fact, it is the relaxing,as a result of politicians’ unwillingness to comply with these fiscalrules. The implemented new exemptions, which allow a breakingof the rules (not to be imposed by sanctions), are vague. Theexemptions are able to embrace more less whatever. The largecountries (particularly Germany and France) won again. However,if one wins others have to lose. In this case, European Union asa whole lost.But also Slovakia will experience a slight worsening of its generalgovernment budget deficit in the current year in comparison with3.3 percent in 2004. According to the finance ministry plans, thedeficit should reach 3.4 percent of GDP, however, an amount of 0.4percent of GDP has to be add due to pension reform costs. But thereis still a question related to collection of insurance contributionsand consequently the budget balance of Social InsuranceCompany. And an extraordinary fact could result from a highernumber of savers in the second pillar of pension scheme andlower revenues, respectively.
