Mr Lui is a Senior Advisor of PricewaterhouseCoopers and a
Past President of the Hong Kong Institute of Certified Public
Accountants. Mr Lui is currently Chairman of the Education
Commission; Committee on Self-financing Post-secondary
Education and the Self-financing Post-secondary Education
Fund Steering Committee. In the past, he has served as a
member of the Committee on Professional Development of
Teachers and Principals as well as the Committee on Free
Kindergarten Education. He was a Member of the Council
of HKUST (1999-2007), an ex-officio Member of the Court of
HKUST (2001-2007) and the Chairman of the Appeal Boards
Panel (Education) (2008-2011). Mr Lui is a Deputy of the National
People’s Congress of the PRC.
雷 先 生 是 羅 兵 咸 永 道 會 計 師 事 務 所 的 高 級 顧 問 , 並 曾 出 任 香 港 會
計 師 公 會 的 會 長 。 雷 先 生 現 任 教 育 統 籌 委 員 會 、 自 資 專 上 教 育 委
員 會 及 自 資 專 上 教 育 基 金 督 導 委 員 會 的 主 席 。 過 去 , 他 曾 出 任 教
師 及 校 長 專 業 發 展 委 員 會 及 免 費 幼 稚 園 教 育 委 員 會 的 委 員 。 雷 先
生 亦 曾 擔 任 香 港 科 技 大 學 校 董 會 成 員 (1999-2007)、 香 港 科 技
大 學 顧 問 委 員 會 當 然 委 員 (2001-2007) 及 香 港 特 區 政 府 上 訴 委
員 團 ( 教 育 事 宜 ) 主 席 (2008-2011)。 雷 先 生 是 全 國 人 民 代 表
大 會 的 香 港 區 代 表 。
Dr Richard T ARMOUR, JP
安 禮 治 博 士 , JP
Appointed as the Secretary-General of the UGC in January
2012, Dr Armour has extensive experience in higher education
administration and management, having served in senior
positions in various local universities as well as in UK and
Australia. Much of his academic work has been in the field
of higher education. In 1992, Dr Armour first came to Hong
Kong and took up the post of Director of Academic Planning at
the CityU. He became the Registrar of the Open University of
Hong Kong in 1996. In 2006, Dr Armour moved to Australia as
the Academic Registrar at Griffith University. He returned to
Hong Kong in 2009 to take up the post of Senior Advisor to the
President at the HKUST.
安 禮 治 博 士 於 2012 年 1 月 出 任 教 資 會 秘 書 長 。 他 在 高 等 教 育 界 擁
有 豐 富 行 政 管 理 經 驗 , 曾 在 多 所 本 地 大 學 及 英 國 、 澳 洲 擔 任 要
職 。 他 大 部 分 的 學 術 研 究 都 與 高 等 教 育 有 關 。 他 在 1992 年 來 港 ,
於 香 港 城 市 大 學 出 任 學 術 規 劃 主 管 , 其 後 在 1996 年 成 為 香 港 公 開
大 學 教 務 長 。 安 禮 治 博 士 於 2006 年 移 居 澳 洲 , 並 在 格 里 菲 斯 大 學
擔 任 教 務 長 。 他 於 2009 年 返 回 香 港 , 在 香 港 科 技 大 學 擔 任 校 長 資
深 顧 問 。
