• y Inter-Institutional Development Scheme
The Inter-Institutional Development Scheme aims at enhancing
academics’ research capability in the local self-financing
degree-awarding institutions, and keeping them abreast of
new developments and challenging research topics in relevant
fields, through organisation of workshops, seminars or short
courses on an institutional or joint–institutional basis. The
average funding per project in 2016/17 was about $0.46 million.
Knowledge Transfer
As a natural extension of universities’ teaching and research
activities, knowledge transfer (KT) has become the third core
function of Hong Kong’s universities. The UGC strongly believes
that the transfer of knowledge between universities and the
society would help bring about socio-economic impact and
improvements to the community and businesses. This in turn
would also help enrich universities’ research mission, thereby
enhancing the international competitiveness of the local higher
education sector.
The UGC recognises and encourages that UGC-funded
universities have different strategies and activities in KT
which is commensurate with their own role, mission and
areas of strengths. We are encouraged to note that over the
years, KT activities have taken roots in multiple disciplines,
including health sciences, arts and humanities and the social
sciences, architecture, business and economics, city planning
and the environment, science and technology as well as
engineering. KT has been embedded in universities’ strategies
and operations, with regular review in view of the constantly
changing environment.
Since 2009/10, the UGC has introduced an additional stream of
recurrent funding earmarked for the universities to strengthen
and broaden their endeavours in KT. After adjusting for
inflation, the funding amounted to $62.5 million per year in the
2016-19 triennium. Universities have made use of the funding
to conduct a wide range of KT activities, for example engaging
in consultancy, researches, spin out companies and licensing.
They have also engaged in Continuing Professional Development
directed at business and social enterprises. Universities have
employed a variety of other mechanisms to particularly cater
for KT in the arts, humanities and social sciences, including
the setting up of websites for dissemination of knowledge,
organisation of seminars, workshops, conferences, exhibitions
and other public events.

跨 院 校 發 展 計 劃 旨 在 提 升 頒 授 本 地 自 資 學 位 院
校 教 學 人 員 的 研 究 能 力 , 透 過 個 別 院 校 籌 組 或
與 其 他 院 校 合 辦 的 工 作 坊 、 研 討 會 或 短 期 課
程 , 使 他 們 在 各 自 的 專 研 範 疇 掌 握 最 新 的 發 展
和 充 滿 挑 戰 的 研 究 專 題 。2016/17 學 年 , 平 均 每
個 項 目 獲 撥 款 約 46 萬 元 。
知 識 轉 移
大 學 既 然 從 事 教 學 與 研 究 , 自 然 會 更 進 一 步 ,
進 行 知 識 轉 移 。 知 識 轉 移 已 成 為 香 港 各 大 學 第
三 項 核 心 功 能 。 教 資 會 深 信 , 大 學 在 社 會 上 進
行 知 識 轉 移 , 不 但 有 利 民 生 經 濟 , 而 且 惠 益 社
會 及 企 業 , 更 有 助 充 實 大 學 的 研 究 政 策 方 針 ,
從 而 提 升 本 地 高 等 教 育 界 在 國 際 間 的 競 爭 力 。
教 資 會 認 同 並 鼓 勵 教 資 會 資 助 大 學 按 本 身 的 角
色 、 宗 旨 及 優 勢 , 採 取 不 同 策 略 , 進 行 各 種 知
識 轉 移 活 動 。 經 過 多 年 努 力 , 教 資 會 喜 見 知 識
轉 移 已 在 多 個 學 科 扎 根 , 包 括 衞 生 科 學 、 文
科 、 人 文 學 與 社 會 科 學 、 建 築 、 商 學 與 經 濟 、
城 市 規 劃 與 環 境 、 科 學 與 科 技 , 以 及 工 程 學
科 。 大 學 亦 越 加 將 知 識 轉 移 融 入 其 策 略 及 運 作
中 , 並 因 應 不 斷 轉 變 的 環 境 定 期 檢 討 。
自 2009/10 學 年 起 , 教 資 會 每 年 為 大 學 撥 備 額 外
經 常 補 助 金 , 供 大 學 鞏 固 並 深 化 其 知 識 轉 移 工
作 。 因 應 通 脹 作 調 整 後 , 補 助 金 在 2016-19 三
年 期 為 每 年 6,250 萬 元 。 各 大 學 善 用 資 助 進 行 不
同 形 式 的 知 識 轉 移 活 動 , 例 如 參 與 顧 問 工 作 、
研 究 , 又 或 成 立 公 司 , 以 特 許 方 式 讓 其 他 人 應
用 其 研 究 成 果 。 大 學 也 以 商 業 或 社 會 企 業 為 對
象 , 進 行 持 續 專 業 發 展 。 大 學 採 用 其 他 多 種 方
法 進 行 知 識 轉 移 , 特 別 是 在 文 科 、 人 文 學 及 社
會 科 學 等 領 域 , 包 括 設 立 網 站 傳 播 知 識 , 以 及
舉 辦 研 討 會 、 工 作 坊 、 會 議 、 展 覽 和 其 他 公 眾
活 動 。
