秘 書 長 報 告
The function of the UGC Secretariat is to support the UGC
(and the Councils and bodies under its aegis) in the fulfillment
of their terms of reference. That is, impartially, to advise the
Government on the funding needs and the strategic development
of the eight publicly-funded higher education institutions; to
safeguard the institutions’ academic freedom and institutional
autonomy whilst ensuring accountability and value for money
of the public funds entrusted to them.
In pursuit of this role, the Secretariat has a staff of around 90
individuals whose main functions are supporting the UGC in
fulfilling its objectives, formulating action plans to take forward
UGC initiatives; working with the UGC-funded universities on
all fronts relevant to the committee’s terms of reference; and
disbursing funds to universities and monitoring their effective
use.
Working groups/task forces are formed to lead different
aspects of the UGC’s work. There are currently eight such
groups, including the newly established Research Assessment
Exercise Group (RAEG), a group formed under the Research
Group to oversee the planning and implementation of the RAE
planned for 2020.

就 本 港 八 所 公 帑 資 助 的 高 等 教 育 院 校 的 撥 款 需
要 及 發 展 事 宜 , 向 政 府 提 供 持 平 的 意 見 , 維 護
院 校 的 學 術 自 由 及 院 校 自 主 , 同 時 確 保 院 校 妥
善 運 用 公 帑 。
秘 書 處 約 有 90 名 職 員 , 負 責 執 行 職 能 主 要 包
括 : 協 助 教 資 會 達 致 其 目 標 , 並 制 訂 行 動 計 劃
推 行 教 資 會 各 項 措 施 ; 在 教 資 會 職 權 範 圍 相 關
的 各 個 領 域 與 資 助 大 學 合 作 ; 以 及 向 大 學 發 放
撥 款 , 並 確 保 撥 款 用 得 其 所 。
教 資 會 設 有 小 組 委 員 會 / 工 作 小 組 , 統 領 教 資
會 不 同 範 疇 的 工 作 。 現 時 , 教 資 會 轄 下 共 有 八
個 小 組 , 包 括 研 究 小 組 轄 下 新 設 的 研 究 評 審 工
作 小 組 , 監 督 擬 於 2020 年 進 行 的 研 究 評 審 工 作
的 規 劃 和 執 行 工 作 。
