SECRETARY-GENERAL’S REPORT 秘 書 長 報 告
We published the four broad evaluation criteria used to evaluate
universities’ Academic Development Proposals as follows:
1. STRATEGY, MISSION AND VISION ― The university has
effective strategy in enabling it to advance its mission,
vision and agreed role, with respect to enhancing its
competitiveness in Hong Kong and internationally,
collaboration within and outside the UGC sector, capacity
building in mission-critical areas such as internationalisation
and knowledge transfer, the opportunities arising from the
“3+3+4” new academic structure, development of the selffinancing
sector, and incorporation of the outcomes of the
QAC audits and experience in preparing for the RAE 2014
into future strategic planning.
2. TEACHING & LEARNING ― The university provides teaching
and learning opportunities, in both taught and research
programmes, which are effective in enabling students to
achieve intended learning outcomes, attest to their personal
and intellectual development, and prepare for their future
careers.
3. ACADEMIC PROGRAMME DESIGN ― The university has
effective processes to design and restructure its academic
portfolio (including both publicly-funded and self-financing
programmes) in line with its mission and agreed role.
4. ADDRESSING THE NEEDS OF SOCIETY IN GENERAL ― The
university’s education provision is effective in meeting the
wider needs of society and in preparing students both for
their careers and to become engaged citizens.
The Academic Development Planning Group under the UGC
undertook a rigorous process to evaluate the universities’
ADPs against the above criteria and met with universities
face-to-face in May 2015 to exchange views on the ADPs. We
informed the universities of UGC’s advice on their ADPs in June
2015. The UGC submitted its funding recommendations for the
new triennium to the Government in September 2015. The total
recurrent funding of $53,557 million for the 2016/17 to 2018/19
triennium was approved by the Legislative Council in May 2016.
我 們 公 布 了 四 項 總 體 準 則 , 以 評 審 大 學 提 交 的
學 術 發 展 建 議 書 , 詳 情 如 下 :
1. 「 策 略 、 使 命 及 願 景 」― 大 學 是 否 具 有 效
的 策 略 推 展 其 使 命 和 願 景 , 以 及 發 揮 議 定 角
色 , 特 別 是 有 關 下 列 的 工 作 範 疇 : 提 升 大 學
在 香 港 及 國 際 上 的 競 爭 力 ; 加 強 教 資 會 界
別 內 外 的 協 作 ; 鞏 固 與 使 命 有 關 的 重 要 範
疇 ( 例 如 在 國 際 化 及 知 識 轉 移 方 面 ); 把 握
「3+3+4」 新 學 制 帶 來 的 機 遇 ; 發 展 自 資 界
別 ; 綜 合 質 保 局 質 素 核 證 的 結 果 , 以 及 總 結
2014 年 研 究 評 審 工 作 的 前 期 經 驗 , 以 訂 定 未
來 的 策 略 計 劃 。
2. 「 教 與 學 」― 大 學 能 否 提 供 有 效 的 教 與 學
機 會 ( 包 括 在 修 課 課 程 及 研 究 課 程 內 ), 培
育 學 生 取 得 預 期 的 學 習 成 果 、 彰 顯 學 生 個 人
和 知 識 發 展 , 以 及 為 學 生 日 後 就 業 作 準 備 。
3. 「 學 術 課 程 設 計 」― 大 學 是 否 訂 有 有 效 的
程 序 , 設 計 和 重 整 學 術 課 程 組 合 ( 包 括 公 帑
資 助 及 自 資 課 程 ), 以 配 合 其 使 命 和 議 定 角
色 。
4. 「 切 合 社 會 整 體 需 要 」― 大 學 能 否 提 供 有
效 及 切 合 社 會 的 整 體 需 要 的 教 育 , 為 學 生 就
業 作 準 備 , 並 培 育 他 們 成 為 關 心 社 會 的 公
民 。
教 資 會 轄 下 的 學 術 發 展 規 劃 工 作 小 組 按 上 述 評
審 準 則 , 嚴 格 評 核 學 術 發 展 建 議 書 , 並 於 2015
年 5 月 與 大 學 會 面 , 交 流 對 學 術 發 展 建 議 書 的
意 見 。 我 們 於 2015 年 6 月 告 知 大 學 有 關 教 資 會
對 其 學 術 發 展 建 議 書 的 意 見 。 教 資 會 在 2015 年
9 月 向 政 府 提 交 新 一 個 三 年 期 的 撥 款 建 議 。 立
法 會 在 2016 年 5 月 批 准 的 2016/17 至 2018/19 三 年
期 的 經 常 補 助 金 總 額 為 535.57 億 元 。
