TEACHING AND LEARNING QUALITY
教 與 學 質 素
Teaching is the core mission and duty of our higher education
institutions. The UGC is committed to safeguarding and
promoting the quality of UGC-funded universities and their
activities. The QAC which is a semi-autonomous non-statutory
body under the aegis of UGC provides third-party oversight.
One of the QAC’s core operational tasks is to conduct quality
audits of individual UGC-funded universities to assure the
quality of their educational provision (however funded) at the
levels of sub-degree, first degree and above leading to a Hong
Kong award, with due regard to universities’ autonomy and
self-accrediting status.
Apart from quality assurance, the UGC is also committed to
enhancing teaching methods and student learning outcomes,
in particular the language proficiency of students. To this end,
the UGC provides universities with the Teaching Development
and Language Enhancement Grant, and implements other
relevant initiatives. The UGC will continue to explore initiatives
to facilitate the further enhancement of teaching and learning.
Quality Audits
The QAC’s approach to quality audits stems from the
recognition that universities have distinct and varied missions,
reflecting the UGC’s vision of a differentiated yet interlocking
higher education system. Recognising that each university
has objectives appropriate to its mission, the QAC defines
quality in terms of “Fitness for Purpose”, where universities
have different purposes that reflect their missions and the
role statements they have agreed with the UGC. The QAC sees
itself as forming a partnership with universities in assuring and
enhancing the quality of student learning experience in Hong
Kong, for the benefit of all concerned.
The QAC completed the first round of audits of the eight UGCfunded
institutions in 2011, and conducted its second audit
cycle in 2015 and 2016. The quality audits are conducted by
independent Audit Panels appointed by the QAC, which consist
of local and non-local academics as well as lay auditors (where
appropriate). For the second audit cycle, as endorsed by the
QAC and UGC, the Audit Reports of HKUST, CUHK, and HKBU
were published in 2015-16, the Audit Reports of HKU, LU, CityU
and PolyU were published in 2016-17, while the Audit Report
of EdUHK will be published in 2017-18. All published Audit
Reports have been made available on the QAC website for
public inspection.

教 資 會 致 力 確 保 並 提 高 教 資 會 資 助 大 學 及 其 活
動 的 質 素 , 因 此 成 立 質 保 局 , 以 第 三 者 的 身
份 , 協 助 教 資 會 履 行 質 素 保 證 工 作 。 質 保 局 是
教 資 會 轄 下 一 個 半 獨 立 的 非 法 定 組 織 , 其 核 心
工 作 之 一 , 是 在 尊 重 院 校 自 主 及 其 自 行 評 審 資
格 的 前 提 下 , 對 各 資 助 大 學 進 行 質 素 核 證 , 以
確 保 所 提 供 的 本 地 副 學 位 、 學 士 學 位 及 以 上 程
度 課 程 ( 不 論 是 否 受 教 資 會 資 助 ) 的 質 素 。
除 質 素 保 證 工 作 外 , 教 資 會 還 致 力 改 善 教 學 方
法 及 學 生 學 習 成 果 , 特 別 是 學 生 的 語 文 水 平 。
為 此 , 教 資 會 向 大 學 提 供 教 學 發 展 及 語 文 培 訓
補 助 金 , 並 推 行 其 他 相 關 措 施 。 教 資 會 將 繼 續
探 求 新 方 法 , 以 持 續 提 升 教 與 學 的 質 素 。
質 素 核 證
資 助 大 學 各 有 其 獨 特 使 命 , 反 映 教 資 會 建 立 多
元 化 而 又 互 相 緊 扣 的 高 等 教 育 體 系 的 理 念 。 質
保 局 深 明 此 理 , 認 同 大 學 應 按 本 身 的 使 命 訂 定
適 當 目 標 , 因 此 採 用 「 切 合 所 需 」 的 原 則 檢 視
院 校 的 質 素 , 以 配 合 各 大 學 根 據 與 教 資 會 所 商
定 的 角 色 說 明 而 訂 定 的 目 標 。 質 保 局 積 極 與 大
學 建 立 合 作 關 係 , 保 證 並 提 升 香 港 學 生 學 習 經
驗 的 質 素 , 使 社 會 各 方 均 能 獲 益 。
質 保 局 於 2011 年 完 成 對 八 所 資 助 院 校 的 第 一
輪 質 素 核 證 , 並 於 2015 及 2016 年 進 行 第 二 輪
的 核 證 工 作 。 質 素 核 證 由 質 保 局 委 任 的 獨 立 評
審 小 組 進 行 , 成 員 包 括 本 地 及 非 本 地 學 者 , 亦
會 在 適 當 的 情 況 下 加 入 業 外 人 士 。 就 第 二 輪 質
素 核 證 , 質 保 局 及 教 資 會 在 2015-16 年 度 通 過
並 公 布 了 科 大 、 中 大 及 浸 大 的 核 證 報 告 , 亦 於
2016-17 年 度 通 過 及 公 布 了 港 大 、 嶺 大 、 城 大
及 理 大 的 核 證 報 告 。 至 於 教 大 的 核 證 報 告 , 將
於 2017-18 年 度 公 布 。 所 有 已 公 布 的 核 證 報 告
已 上 載 質 保 局 網 站 , 供 公 眾 查 閱 。
