SECRETARY-GENERAL’S REPORT 秘 書 長 報 告
The recurrent UGC operating expenditure remains very low
as a percentage of total expenditure - at about 0.6%. The
Secretariat has established clear internal rules and levels of
approval authorities governing various matters (such as the
award of consultancy contracts), while rigorously following
all civil service, financial and accounting regulations of the
Government. In addition, for offering consultancy contracts
above $50,000 through the invitation of single quotations, the
agreement from either the Chairman, UGC or the Convenor of
sub-committees is necessary. The advice of the General Affairs
and Management Sub-Committee/other Sub-committees - and
the approval of the UGC - is required for any item of expenditure
above $1 million drawn from the Central Allocation Vote. The
Sub-Committee also receives reports from the Secretariat
on the year-to-date expenditure position and other internal
administrative and financial matters.

比 例 依 然 很 小 。 秘 書 處 訂 有 明 確 的 內 部 規 則 及
規 管 各 類 事 務 ( 例 如 批 出 顧 問 合 約 ) 的 審 批 權
限 , 並 且 嚴 格 遵 從 政 府 在 公 務 員 管 理 、 財 務 及
會 計 方 面 的 規 例 。 此 外 , 金 額 超 過 5 萬 元 的 顧
問 合 約 如 透 過 索 取 單 一 報 價 方 式 批 出 , 必 須 獲
得 教 資 會 主 席 或 有 關 小 組 委 員 會 召 集 人 同 意 。
超 過 100 萬 元 的 中 央 撥 款 開 支 項 目 , 則 須 徵 詢
一 般 事 務 及 管 理 小 組 委 員 會 / 其 他 小 組 委 員 會
的 意 見 , 並 獲 教 資 會 通 過 。 至 於 年 內 開 支 情 況
及 其 他 內 部 行 政 管 理 與 財 務 事 宜 , 秘 書 處 亦 會
向 一 般 事 務 及 管 理 小 組 委 員 會 匯 報 。
Local Members of the UGC and all its Councils and Sub-
Committees/Panels receive no remuneration for their extensive
voluntary service – save for a $215 per meeting day travel
allowance. Meanwhile, non-local Members receive an annual
honorarium at the following rate effective from 1 January 2016:

The rates were originally approved by the Legislative Council
and are adjusted by the Government according to an approved
formula.
