• y Earmarked Research Grant
There are six groups of funding schemes under the RGC
Earmarked Research Grant: the General Research Fund (GRF),
the Early Career Scheme (ECS), the Collaborative Research
Fund (CRF), the Joint Research Schemes (JRS), the Humanities
and Social Sciences Prestigious Fellowship Scheme (HSSPFS)
and the Postgraduate Students Conference/Seminar Grants
(PSCSG). For 2016/17, the RGC distributed $844.52 million for
the Earmarked Research Grant in the form of research project
grants, representing an increase of about 1% compared with
2015/16.

• y Theme-based Research Scheme
The objective of the scheme is to focus academic research
efforts of the UGC-funded universities on themes of strategic
importance to the long-term development of Hong Kong. The
Education Bureau (EDB) established the Steering Committee
for Research Themes to advise on the selection of themes and
asked the RGC to advise on the selection of grand challenge
topics under each of the themes and review them on a regular
basis. The current four themes under the Theme-based
Research Scheme are:
Theme 1: “Promoting Good Health”
Theme 2: “Developing a Sustainable Environment”
Theme 3: “Enhancing Hong Kong’s Strategic Position as a
Regional and International Business Centre”
Theme 4: “Advancing Emerging Research and Innovations
Important to Hong Kong”
Under these four themes, there are totally 16 grand challenge
topics.
In 2016/17, the RGC distributed $230 million under the Themebased
Research Scheme.
• y Competitive Research Funding Schemes for the
Self-financing Degree Sector
There are three competitive research funding schemes for
the local self-financing degree sector, namely the Faculty
Development Scheme, the Institutional Development Scheme
and the Inter-Institutional Development Scheme to enhance the
academic and research development of the sector. In 2016/17,
the RGC distributed $82.94 million under the three schemes.
• y 研 究 用 途 補 助 金
研 資 局 透 過 研 究 用 途 補 助 金 分 配 撥 款 的 計 劃 有
六 項 , 分 別 為 優 配 研 究 金 、 傑 出 青 年 學 者 計
劃 、 協 作 研 究 金 、 合 作 研 究 計 劃 、 人 文 學 及 社
會 科 學 傑 出 學 者 計 劃 , 以 及 研 究 生 會 議 / 研 討
會 補 助 金 。2016/17 學 年 , 研 資 局 透 過 研 究 用 途
補 助 金 計 劃 的 形 式 , 發 放 8.4452 億 元 , 金 額 較
2015/16 學 年 增 加 約 1%。

• y 主 題 研 究 計 劃
主 題 研 究 計 劃 的 目 的 是 集 中 教 資 會 資 助 大 學 的
學 術 研 究 力 量 , 對 香 港 長 遠 發 展 具 策 略 重 要 性
的 主 題 進 行 研 究 。 教 育 局 設 立 研 究 主 題 督 導 委
員 會 , 就 挑 選 研 究 主 題 提 供 意 見 , 並 邀 請 研 資
局 就 各 主 題 下 的 具 挑 戰 性 的 題 目 提 供 意 見 , 以
及 就 有 關 題 目 進 行 定 期 檢 討 。 現 時 計 劃 的 四 個
主 題 為 :
主 題 1: 促 進 健 康
主 題 2: 建 設 可 持 續 發 展 的 環 境
主 題 3: 加 強 香 港 作 為 地 區 及 國 際 商 業 中 心 的
策 略 地 位
主 題 4: 促 進 對 香 港 起 重 要 作 用 的 新 興 研 究 及
創 新 項 目
在 這 四 個 主 題 下 , 現 時 共 有 16 項 具 挑 戰 性 的 題
目 。
在 2016/17 學 年 , 研 資 局 透 過 主 題 研 究 計 劃 發 放
了 2 億 3,000 萬 元 。
• y 本 地 自 資 學 位 界 別 競 逐 研 究 資 助 計 劃
研 資 局 為 本 地 自 資 學 位 界 別 設 立 三 項 競 逐 研 究
資 助 計 劃 , 分 別 為 教 員 發 展 計 劃 、 院 校 發 展 計
劃 及 跨 院 校 發 展 計 劃 , 以 加 強 界 別 的 學 術 及 研
究 發 展 。 在 2016/17 學 年 , 研 資 局 透 過 該 三 項 計
劃 發 放 了 8,294 萬 元 。
