Institutional finances are subject to professional accounting<br />
standards and external audit processes<br />
Universities are required to keep proper accounting records in<br />
accordance with the Hong Kong Financial Reporting Standards<br />
issued by the Hong Kong Institute of Certified Public Accountants<br />
and the house guidelines on recommended accounting and<br />
disclosure practice adopted by the UGC where appropriate.<br />
Universities also arrange their own external annual audits on<br />
their financial statements and the annual return, in accordance<br />
with prevalent assurance engagement standards adopted by<br />
the audit profession. For the purpose of efficient use of public<br />
funds, universities are also subject to examination by the<br />
Director of Audit.<br />
Financial Affairs of Universities<br />
From time to time, the UGC may undertake review of the<br />
financial well-being of UGC-funded universities and enquire<br />
about specific financial issues concerning the UGC sector. The<br />
UGC established a Financial Affairs Working Group in January<br />
2011 with professional expertise to work with insitutions to<br />
help ensure their continuing good financial governance and<br />
sound financial planning. The Group completed its review and<br />
published a Report in October 2013, offering recommendations<br />
in cost allocation practices and financial transparency in<br />
institutions with a view to providing more assurance to the public<br />
that the use and application of public funds is appropriate. A<br />
new set of Cost Allocation Guidelines and an updated version of<br />
the Statement of Recommended Practice were promulgated to<br />
universities in 2015 for adoption by the UGC-funded universities<br />
in the designated timeframes (throughout the 2016/17, 2017/18<br />
and 2018/19 academic years). The universities have been<br />
carrying out necessary enhancements to incorporate new<br />
requirements in their financial reporting; and are required to<br />
report implementation progress through submission of regular<br />
progress report to the Secretariat. The UGC will continue to<br />
work close with the universities to ensure the adoption of the<br />
new requirements in universities’ financial statements with a<br />
view to enhancing financial reporting in universities.<br />

經 外 聘 核 數 師 審 核<br />
大 學 須 按 照 香 港 會 計 師 公 會 頒 布 的 《 香 港 財 務<br />
報 告 準 則 》, 另 參 考 教 資 會 根 據 建 議 的 會 計 及<br />
披 露 準 則 而 訂 定 的 指 引 ( 如 適 用 ), 妥 善 保 存 會<br />
計 記 錄 。 大 學 每 年 亦 須 自 行 外 聘 核 數 師 , 按 審<br />
計 行 業 普 遍 採 用 的 審 核 準 則 , 審 核 財 務 報 表 及<br />
年 度 報 表 。 為 確 保 公 帑 運 用 得 宜 , 大 學 亦 須 接<br />
受 審 計 署 署 長 審 核 。<br />
大 學 財 務 事 宜<br />
教 資 會 會 不 時 審 視 資 助 大 學 的 財 務 狀 況 , 就 教<br />
資 會 界 別 的 特 定 財 務 事 宜 向 大 學 查 詢 。 教 資 會<br />
於 2011 年 1 月 成 立 由 專 業 人 士 組 成 的 財 務 工 作<br />
小 組 , 通 過 與 院 校 合 作 , 協 助 院 校 維 持 良 好 的<br />
財 務 管 治 及 作 出 穩 健 的 財 務 規 劃 。 工 作 小 組 完<br />
成 檢 視 工 作 後 , 於 2013 年 10 月 發 表 報 告 , 就 院<br />
校 的 成 本 分 攤 方 法 及 財 政 透 明 度 提 出 建 議 , 以<br />
期 更 充 分 地 向 公 眾 保 證 , 公 帑 會 得 到 妥 善 使 用<br />
和 運 用 。 教 資 會 已 於 2015 年 向 大 學 頒 布 一 套 新<br />
的 成 本 分 攤 指 引 及 經 更 新 的 建 議 準 則 , 以 供 大<br />
學 在 指 定 時 間 內 (2016/17、2017/18 及 2018/19<br />
學 年 ) 採 用 。 各 大 學 正 陸 續 推 行 所 需 的 優 化 措<br />
施 , 把 新 規 定 納 入 其 財 務 匯 報 內 , 並 須 透 過 定<br />
期 向 秘 書 處 提 交 進 度 報 告 , 匯 報 落 實 新 規 定 工<br />
作 的 進 展 。 教 資 會 會 繼 續 與 大 學 緊 密 合 作 , 確<br />
保 新 規 定 會 納 入 其 財 務 報 告 , 以 提 升 大 學 的 財<br />
務 匯 報 水 平 。<br />
