Earmarked grants for specific purposes are allocations outside
the block grant system. Examples are the grants for knowledge
transfer activities and grants for the Areas of Excellence
Scheme.
Once determined, recurrent funding for a triennium will
not be adjusted during the period except for adjustments to
take into account changes in the indicative tuition fee levels,
new initiatives from the Government and civil service pay
adjustments. Following the civil service 2016 pay rise which
took effect on 1 April 2016, the subvention for 2016/17 was
increased by approximately $670 million.
The 2016/17 to 2018/19 Triennium Academic Development
Planning Exercise
The UGC usually conducts academic planning and recurrent
grants assessment with its funded institutions on a triennial
basis. To ensure the precious publicly-funded student places
are put to their best use for the benefit of the community,
we need to have a mechanism to encourage institutions to
review periodically their institutional strategy and academic
priorities, as well as to advance institutions’ international
competitiveness in line with the role of individual universities
and the higher education sector as a whole. To this end, the UGC
has completed the academic development planning process for
the 2016/17 to 2018/19 triennium with the broad parameters set
by the Government.
The Academic Development Planning (ADP) Exercise is
interactive and transparent. We consulted universities, and
took their views on board, before taking forward the principles,
evaluation criteria, rules and procedures of the exercise.
The universities generally agreed to continue to adopt the
competitive allocation mechanism of First-Year First-Degree
(FYFD) places. In a similar vein as the 2012/13 to 2014/15
triennium, Lingnan University and six other UGC-funded
universities were each required to notionally set aside 4% and
6% respectively of their FYFD places that were not subject
to manpower requirements to a central pool, for subsequent
possible re-distribution among institutions to reflect the
comparative merits of their ADP proposals as assessed
against agreed criteria. The remaining bulk of the FYFD places,
which in effect accounted for 95.1% of all FYFD places, were
unaffected.

務 員 在 2016 年 增 薪 (2016 年 4 月 1 日 起 生 效 )
,2016/17 學 年 的 補 助 金 亦 相 應 增 加 約 6.7 億
元 。
2016/17 - 2018/19 三 年 期 學 術 發 展 規 劃 工 作
教 資 會 與 資 助 大 學 一 般 每 三 年 進 行 一 次 學 術 規
劃 及 經 常 補 助 金 評 估 。 為 確 保 珍 貴 的 公 帑 資 助
學 額 能 夠 用 得 其 所 , 惠 及 社 會 , 我 們 有 需 要 設
立 機 制 , 不 時 重 新 分 配 學 額 , 藉 此 鼓 勵 各 大 學
定 期 檢 討 院 校 策 略 和 學 術 優 次 , 並 在 切 合 個 別
大 學 以 至 整 個 高 等 教 育 界 的 角 色 下 , 提 升 大 學
的 國 際 競 爭 力 。 為 此 , 教 資 會 已 根 據 政 府 訂 下
的 規 劃 準 則 , 完 成 2016/17 至 2018/19 三 年 期 的
學 術 發 展 規 劃 工 作 。
學 術 發 展 規 劃 工 作 的 過 程 互 動 及 具 透 明 度 。 我
們 已 就 這 項 工 作 諮 詢 各 大 學 , 在 推 出 規 劃 工 作
的 大 原 則 、 評 審 準 則 、 規 條 和 程 序 之 前 , 考
慮 了 大 學 的 意 見 。 大 學 均 大 致 同 意 繼 續 採 用
「 優 配 學 額 」 機 制 調 配 第 一 年 學 士 學 位 課 程 學
額 ( 第 一 年 學 額 )。 與 2012/13 至 2014/15 三 年
期 的 做 法 一 樣 , 嶺 南 大 學 及 其 他 六 所 資 助 大 學
須 分 別 預 留 4% 及 6% 不 受 人 力 需 求 影 響 的 第 一
年 學 額 , 讓 教 資 會 根 據 協 定 的 準 則 進 行 評 審 ,
按 大 學 學 術 發 展 建 議 書 的 相 對 表 現 , 集 中 處 理
並 重 新 調 配 學 額 予 各 大 學 。 餘 下 絕 大 部 分 的 第
一 年 學 額 ( 即 全 部 第 一 年 學 士 學 位 課 程 學 額 的
95.1%), 則 不 受 影 響 。
