Review of the RGC
In July 2016, the UGC set up the Task Force on the Review of
the RGC (Phase I) (the Task Force), under the Research Group,
comprising local and non-local experts of different disciplines,
to oversee the implementation of the Phase I Review. The
Review of the RGC is conducted in two phases. The Phase I
Review covers macro issues such as the portfolio balance of
the RGC research funding schemes, the RGC and assessment
panels/committees, structure and good practice in overseas
funding agencies. The Phase II Review examines less macro
issues such as quality of the assessment and monitoring
processes, means of communication among members of
the panels/committees, timeline of funding schemes and
arrangement guarding against conflict of interests in the
assessment process.
The UGC also engaged an external consultant to assist the Task
Force in the Phase I Review. From October to December 2016,
the consultant worked on data collection through extensive
consultation and wide engagement with stakeholders.
Questionnaire surveys were conducted to collect views of
researchers and RGC Council/Committee/panel Members.
In parallel, an online consultation was launched to collect
views from wider stakeholder groups including the Legislative
Council Members, related government bodies, other research
funders in Hong Kong, private research users such as trade
associations, think tanks and non-governmental organisations.
In December 2016, the consultant held 18 face-to-face focus
groups with various stakeholder groups to explore in depth the
questions identified in the surveys and online consultation.
The UGC is studying the findings of the Phase I Review. The
Phase II Review will be conducted after the Phase I Review.

2016 年 7 月 , 教 資 會 在 研 究 小 組 下 成 立 了 研 究
資 助 局 檢 討 ( 第 一 階 段 ) 專 責 小 組 ( 專 責 小
組 ), 成 員 包 括 不 同 學 科 本 地 及 非 本 地 的 專
家 , 以 監 察 第 一 階 段 檢 討 的 推 行 情 況 。 研 資 局
的 檢 討 工 作 分 兩 個 階 段 進 行 , 第 一 階 段 涵 蓋
宏 觀 事 宜 , 例 如 研 資 局 研 究 資 助 計 劃 的 組 合 分
配 、 研 資 局 及 評 審 小 組 / 委 員 會 的 架 構 、 以 及
海 外 研 究 資 助 機 構 的 良 好 做 法 。 第 二 階 段 檢 討
探 討 其 他 事 宜 , 例 如 評 審 和 監 察 程 序 的 質 素 、
小 組 / 委 員 會 成 員 之 間 的 溝 通 方 式 、 資 助 計 劃
的 時 間 表 , 以 及 評 審 過 程 中 避 免 出 現 利 益 衝 突
的 安 排 。
教 資 會 亦 委 聘 了 外 聘 顧 問 , 協 助 專 責 小 組 進 行
第 一 階 段 檢 討 。 在 2016 年 10 月 至 12 月 期 間 , 顧
問 廣 泛 諮 詢 持 份 者 , 以 收 集 數 據 。 顧 問 透 過 問
卷 調 查 , 收 集 研 究 人 員 及 研 資 局 / 委 員 會 / 小
組 成 員 的 意 見 , 並 同 時 進 行 網 上 諮 詢 , 向 更 廣
泛 類 別 的 持 份 者 ( 包 括 立 法 會 議 員 、 相 關 政 府 機
構 、 本 港 其 他 研 究 資 助 機 構 , 以 及 商 會 、 智 庫
及 非 政 府 組 織 等 私 人 研 究 使 用 者 ) 收 集 意 見 。 在
2016 年 12 月 , 顧 問 舉 行 了 18 場 聚 焦 小 組 會 議 ,
就 着 問 卷 調 查 及 網 上 諮 詢 關 注 的 問 題 , 與 不 同
類 別 持 份 者 進 行 面 對 面 的 深 入 探 討 。
我 們 現 正 研 究 第 一 階 段 檢 討 的 結 果 。 第 二 階 段
檢 討 會 於 第 一 期 檢 討 完 成 後 進 行 。
