Research (about 23%)
The Research element comprises two parts. One part is
informed by the research performance of universities, and
the cost of research in respective fields. The research
quality of university is identified in the context of the Research
Assessment Exercise which assesses the research activity of
different cost centres within universities through expert review
by subject panels. Another part is informed by the success
of universities under the Research Grants Council (RGC)
Earmarked Research Grant. Starting from 2012/13, the UGC
has gradually allocated about 50% of the prevailing Research
Portion on a more competitive basis according to universities’
success in obtaining RGC Earmarked Research Grant over
nine years. The mechanism serves as a proxy reference for
the allocation of the Research Portion.

研 究 表 現 和 相 關 學 術 領 域 的 研 究 成 本 批 撥 。 透
過 研 究 評 審 工 作 , 教 資 會 可 釐 定 大 學 的 研 究 質
素 , 以 學 科 小 組 的 專 家 評 核 , 評 估 大 學 內 不 同
成 本 中 心 的 研 究 活 動 ; 另 一 部 分 根 據 大 學 申 請
研 資 局 研 究 用 途 補 助 金 的 結 果 批 撥 。 教 資 會 在
2012/13 學 年 起 計 的 九 年 內 , 根 據 大 學 在 申 請 研
資 局 研 究 用 途 補 助 金 的 結 果 , 逐 步 把 大 約 相 等
於 當 時 研 究 用 途 撥 款 的 50%, 以 更 具 競 爭 性 的
方 法 分 配 予 大 學 , 此 機 制 是 分 配 研 究 用 途 撥 款
的 參 考 指 標 。
Professional Activity (about 2%)
The Professional Activity element is associated with
professional activities expected to be undertaken by all
members of academic staff. These include, for example,
community service undertaken and advice rendered on societal
or professional issues. It is calculated based on the number of
academic staff.

專 業 活 動 用 途 撥 款 與 大 學 全 體 教 學 人 員 均 應 參
與 的 專 業 活 動 相 關 , 範 圍 涵 蓋 社 區 服 務 或 就 社
會 或 專 業 問 題 提 供 意 見 。 撥 款 額 按 教 學 人 員 的
數 目 計 算 。
“New pot of money” for the additional year under
the New Academic Structure
The new funding for the additional year under the New Academic
Structure is treated as a separate pot of money and is allocated
wholly as “teaching funding”, while recognising differentiation
in the teaching cost among faculties with price weights of 1.4
and 1.0 for (i) Medicine, Dentistry, Engineering and Laboratorybased
studies; and (ii) Others respectively.
The funding formula is the key parameter used to
assess universities' needs. But in finalising its funding
recommendations, the UGC also takes into account the special
needs of individual universities and other factors not captured
by the formula and will introduce extra-formulaic adjustments
where required.

為 新 學 制 新 增 一 年 修 業 期 額 外 提 供 的 撥 款 會 當
作 一 筆 獨 立 的 款 項 處 理 , 並 全 數 分 配 給 大 學 作
為 教 學 用 途 撥 款 。 教 資 會 明 白 各 學 院 的 教 學 成
本 不 同 , 因 此 , 會 分 別 按 (i)1.4 的 成 本 加 權
數 值 計 算 醫 學 、 牙 醫 學 、 工 程 及 實 驗 室 為 本 學
科 的 撥 款 , 以 及 (ii)1.0 的 成 本 加 權 數 值 計 算
其 他 學 科 的 撥 款 。
撥 款 公 式 計 得 的 結 果 , 是 教 資 會 評 估 大 學 撥 款
需 要 的 主 要 參 數 。 不 過 , 教 資 會 擬 定 最 終 撥 款
建 議 時 , 會 一 併 考 慮 個 別 大 學 的 特 殊 需 要 和 公
式 沒 有 計 算 的 其 他 因 素 , 視 乎 情 況 作 出 公 式 以
外 的 調 整 。
