In the 2016-19 triennium, funding would continue to be provided
to universities to support their efforts in this area. Under a new
one-off teaching and learning funding scheme, funding would
be available for competitive allocation to support projects
submitted by universities in exploring and developing further
in internationalisation and engagement with the Mainland at a
total project cost of up to $25 million (including contributions
from universities).
In addition, with the good results achieved in the setting up of
a Hong Kong Pavilion in international education conferences
in past years, the UGC has continued to provide a total of $12
million to the universities in the 2016-19 triennium to enable
the universities to explore new markets and attract more nonlocal
students from different regions as well as to promote the
UGC sector as a united front.
Hong Kong’s future critically depends upon the international
capabilities and outlook of our students. Attracting quality nonlocal
students to study in Hong Kong will further internationalise
our higher education sector and increase the exposure of our
local students. Moreover, attracting and retaining non-local
talents to live and work in Hong Kong will enhance the quality
of our population and the overall competitiveness of Hong Kong
in the long run.
In terms of non-local student recruitment, the non-local
student quota for publicly-funded programmes at the subdegree,
degree and taught postgraduate levels of UGC-funded
institutions is at 20% of the approved student number targets
by study level. Starting from the 2016/17 academic year, all new
non-local students at these programmes should be admitted
through over-enrollment outside the approved UGC-funded
student number targets.
In the 2016/17 academic year, there were about 16 500 non-local
students studying in the UGC-funded programmes at all study
levels (representing about 17% of the total student population).

項 目 總 額 可 達 2,500 萬 元 ( 包 括 來 自 大 學 的 款
項 )。
此 外 , 各 大 學 過 往 在 多 個 國 際 教 育 博 覽 會 中 設
立 香 港 館 , 取 得 理 想 成 績 。 因 此 , 教 資 會 在
2016-19 的 三 年 期 繼 續 向 各 大 學 提 供 總 額 1,200
萬 元 的 資 助 , 供 大 學 開 拓 新 市 場 , 吸 引 更 多 來
自 不 同 地 區 的 非 本 地 學 生 來 港 就 讀 , 以 及 聯 手
推 廣 教 資 會 界 別 。
香 港 的 未 來 取 決 於 我 們 的 學 生 是 否 具 備 國 際 競
爭 力 及 全 球 視 野 。 吸 引 優 秀 的 非 本 地 學 生 來 港
就 學 , 可 進 一 步 令 本 地 高 等 教 育 界 更 國 際 化 ,
亦 可 擴 闊 本 地 學 生 的 視 野 。 此 外 , 吸 引 和 挽 留
非 本 地 人 才 , 讓 他 們 在 香 港 居 住 和 工 作 , 有 助
提 升 人 口 質 素 , 長 遠 來 說 , 也 能 提 升 香 港 的 整
體 競 爭 力 。
在 招 收 非 本 地 學 生 方 面 , 資 助 大 學 錄 取 非 本 地
學 生 修 讀 公 帑 資 助 課 程 ( 包 括 副 學 位 、 學 位 和
研 究 院 修 課 課 程 ) 的 收 生 限 額 , 定 於 各 級 核 准
學 額 指 標 的 20%。 由 2016/17 學 年 開 始 , 所 有 修
讀 上 述 課 程 的 非 本 地 新 生 , 應 通 過 核 准 教 資 會
資 助 學 額 目 標 以 外 的 超 收 方 式 錄 取 。
在 2016/17 學 年 , 約 有 16 500 名 非 本 地 學 生 修
讀 各 級 教 資 會 資 助 課 程 ( 佔 總 體 學 生 人 數 約
17%)。
