Communications/Interface with Stakeholders
We attach great importance to enhancing communications
with our stakeholders so they can understand accurately the
functions and operations of the UGC, and also for the UGC to get
to know our stakeholders' views on its decisions and policies.
There is a wide range of stakeholders in higher education – the
institutional management, staff and students, the Government
and Legislature, the media and the community at large. The
UGC works in close partnership with our stakeholders on
sector-wide issues, including resource allocation and strategic
development. Effective communication with stakeholders
brings transparency and accountability.
The General Affairs and Management Sub-Committee, is
responsible for the oversight of public relations (PR) matters
and to advise the UGC on all PR-related matters. A range of
activities in different forms has been conducted to foster better
understanding and relationship with our stakeholders:
Institutional Management
The UGC works closely with universities and conducts meetings
– regular and ad hoc, formal and informal – with the Council
Chairmen, Heads and senior management of the eight funded
universities to share our thoughts and suggestions on various
subjects of mutual concern.
As a follow-up to the recommendation in the “Governance
in UGC-funded Higher Education Institutions in Hong Kong”
report, two sector-wide briefing sessions were conducted
on 17 and 19 January 2017 to help council members of
universities better understand the sector-wide matters of the
higher education sector and the role of UGC for the proper
discharge of their duties. The two sessions were attended by
over 100 members of the university councils, including Council
Chairmen, Heads and senior management, external and
internal council members, and council secretariat staff. The
response was generally positive with active exchanges between
UGC Chairman, Secretary-General of UGC and participants at
the Q&A sessions.
Students
Students are the key stakeholders of the UGC. Thus their
views are very important. Members of the UGC visit the eight
universities on a regular basis, of which an important part is
to meet with the students. UGC Members as a group visited
LU, HKBU and HKU in April 2016, September 2016 and January
2017 respectively. During the visits, Members exchanged views
with student representatives on a wide array of topics of mutual
concern. There was no set agenda for these meetings, which
were conducted in a more relaxed and friendly environment
to encourage more active participation in the discussions and
freer exchange.

教 資 會 重 視 與 持 份 者 增 進 溝 通 , 藉 此 讓 他 們 確
切 明 白 教 資 會 的 職 能 和 運 作 , 同 時 讓 教 資 會 了
解 持 份 者 對 教 資 會 的 決 定 和 政 策 的 看 法 。 高 等
教 育 界 有 不 同 持 份 者 , 包 括 院 校 管 理 層 、 教 職
員 和 學 生 、 政 府 、 立 法 會 、 傳 媒 及 市 民 大 眾 。
教 資 會 一 直 就 涉 及 整 個 界 別 的 議 題 , 包 括 資 源
分 配 和 策 略 性 發 展 , 與 相 關 持 份 者 緊 密 合 作 。
有 效 溝 通 能 提 高 透 明 度 , 並 加 強 向 持 份 者 問
責 。
一 般 事 務 及 管 理 小 組 委 員 會 負 責 監 督 公 關 事
宜 , 以 及 就 一 切 有 關 事 宜 向 教 資 會 提 供 意 見 。
教 資 會 舉 辦 一 系 列 不 同 形 式 的 活 動 , 藉 以 增 進
與 持 份 者 的 了 解 , 並 促 進 彼 此 的 關 係 :
院 校 管 理 層
教 資 會 與 大 學 緊 密 合 作 , 定 期 及 就 特 定 議 題 與
八 所 資 助 大 學 的 校 董 會 主 席 、 校 長 及 高 層 管 理
人 員 舉 行 正 式 或 非 正 式 會 議 , 圍 繞 共 同 關 心 的
議 題 交 換 意 見 。
為 跟 進 《 香 港 教 資 會 資 助 高 等 教 育 院 校 的 管
治 》 報 告 的 建 議 , 教 資 會 先 後 在 2017 年 1 月 17
日 及 19 日 舉 行 兩 場 業 界 簡 介 會 , 讓 大 學 校 董 會
成 員 更 充 分 了 解 高 等 教 育 界 的 事 宜 和 教 資 會 的
角 色 , 從 而 適 當 地 履 行 職 責 。 兩 場 簡 介 會 共 有
逾 100 名 大 學 校 董 會 成 員 參 加 , 當 中 包 括 校 董
會 主 席 、 校 長 、 高 層 管 理 人 員 、 校 董 會 校 外 和
校 內 成 員 及 校 董 會 秘 書 處 人 員 。 與 會 者 的 反 應
普 遍 正 面 , 在 問 答 環 節 中 與 教 資 會 主 席 和 秘 書
長 積 極 交 流 意 見 。
學 生
學 生 為 教 資 會 重 要 的 持 份 者 , 學 生 的 意 見 十 分
重 要 。 教 資 會 委 員 定 期 到 八 所 大 學 進 行 訪 問 ,
當 中 一 個 重 要 環 節 是 與 學 生 見 面 。 委 員 分 別
於 2016 年 4 月 、2016 年 9 月 及 2017 年 1 月 到 訪 嶺
大 、 浸 大 及 港 大 。 訪 問 期 間 , 委 員 與 學 生 代 表
就 多 項 雙 方 關 注 的 議 題 交 換 意 見 。 會 面 不 設 議
程 , 讓 雙 方 在 輕 鬆 融 洽 的 氣 氛 中 積 極 討 論 , 坦
誠 交 流 。
