INTERNATIONALISATION AND ENGAGEMENT
WITH MAINLAND CHINA
國 際 化 及 與 內 地 加 強 連 繫
In an age of rapid globalisation and intense regional and
international competition, the UGC sees internationalisation
and engagement with Mainland China as the key to Hong Kong’s
future, and believes that it should be actively pursued by the
UGC-funded universities with the view to equipping students
with the necessary knowledge, skills and attitude.
The UGC recognises that internationalisation may come in
many forms, including international strategies, international
networks, curriculum development, research collaboration,
non-local student recruitment and integration, and international
faculty, etc. Therefore the UGC has all along been encouraging,
and will continue to encourage, universities to internationalise
in ways that fit their own institutional context.
In 2012, the UGC convened a series of strategic dialogues
with the Heads of Universities Committee (HUCOM) and the
universities. Through the dialogues, the UGC has identified
a number of strengths of the universities in pursuing further
internationalisation and engagement with Mainland China,
including, among others, strong leadership, international
faculty, substantial percentage of non-local students and
relative open-mindedness of local students to non-local
students. At the same time, there are tremendous opportunities
for universities to further develop the two initiatives. In the 2012-
15 triennium, the UGC put together a “tripartite” funding scheme
(funding from the EDB, UGC and the funded universities) of $30
million to support four initiatives on internationalisation and
engagement with the Mainland, all of which were originated
from the strategic dialogues.

年 代 , 教 資 會 認 為 , 走 向 國 際 化 及 加 強 與 內 地
的 連 繫 , 對 香 港 未 來 至 為 重 要 , 並 相 信 各 教 資
會 資 助 大 學 均 應 積 極 落 實 相 關 工 作 , 務 求 讓 學
生 具 備 所 需 的 知 識 、 技 能 及 態 度 。
教 資 會 認 同 國 際 化 以 多 種 形 式 體 現 , 包 括 國 際
策 略 、 國 際 網 絡 、 課 程 發 展 、 研 究 協 作 、 非 本
地 學 生 的 招 收 和 融 合 、 來 自 世 界 各 地 的 教 學 人
員 等 。 因 此 , 教 資 會 一 直 鼓 勵 各 大 學 以 適 合 本
身 的 情 況 及 方 式 推 行 國 際 化 ; 而 在 日 後 , 教 資 會
亦 會 繼 續 推 動 這 方 面 的 工 作 。
2012 年 , 教 資 會 與 大 學 校 長 會 及 各 大 學 展 開 了
一 系 列 策 略 性 對 話 。 通 過 有 關 對 話 , 教 資 會 確
認 了 大 學 在 進 一 步 推 行 國 際 化 及 加 強 與 內 地 連
繫 方 面 具 有 的 優 勢 , 當 中 包 括 出 色 的 領 導 層 、
來 自 世 界 各 地 的 教 學 人 員 、 佔 一 定 比 例 的 非 本
地 學 生 , 以 及 本 地 學 生 對 非 本 地 學 生 的 相 對 包
容 。 同 時 , 各 大 學 仍 有 很 多 機 遇 循 這 兩 方 面 進
一 步 發 展 。 在 2012-15 的 三 年 期 , 教 資 會 推 出
了 3,000 萬 元 的 三 方 資 助 計 劃 ( 撥 款 來 自 教 育
局 、 教 資 會 及 各 資 助 大 學 ), 支 援 四 項 有 關 國
際 化 及 加 強 與 內 地 連 繫 的 措 施 。 這 些 措 施 均 源
自 策 略 性 對 話 。
