Financial Reporting and Monitoring
The UGC-funded universities are autonomous statutory
bodies governed by their respective ordinances. They enjoy
institutional autonomy in such areas as curriculum design,
selection and recruitment of staff and students, and internal
allocation of finances. To provide universities with substantial
financial freedom, the bulk of the subvention to universities
are in the form of the block grant, which provides for a “oneline”
allocation of resources for a funding period (usually a
triennium) without prescription attached as to how it should be
spent. The major requirement is that such grant must be used
within the ambit of “UGC-fundable activities” while adhering
to approved student number targets. The precise amount of
the block grant has to be approved by the Legislative Council
before the start of every triennial funding period, after which
the responsibility falls squarely upon the universities to apply
those funds appropriately.

教 資 會 資 助 大 學 是 獨 立 自 主 的 法 定 組 織 , 受 各
自 的 條 例 規 管 。 大 學 在 設 計 課 程 、 甄 選 學 生 、
招 聘 員 工 及 內 部 調 配 資 金 方 面 , 均 享 有 自 主
權 。 為 了 讓 大 學 在 財 政 方 面 享 有 高 度 自 主 權 ,
教 資 會 主 要 以 整 體 補 助 金 形 式 資 助 大 學 。 整 體
補 助 金 以 整 筆 撥 款 方 式 , 為 大 學 提 供 資 助 期 間
( 通 常 為 三 年 期 ) 所 需 的 資 源 。 教 資 會 並 無 規
定 大 學 應 如 何 運 用 該 筆 款 項 , 惟 整 體 補 助 金 必
須 用 於 「 教 資 會 可 資 助 活 動 」 所 涵 蓋 的 範 圍 ,
同 時 大 學 須 按 照 核 准 學 生 人 數 指 標 提 供 學 額 。
整 體 補 助 金 的 確 實 金 額 須 於 有 關 的 三 年 資 助 期
開 始 前 , 經 立 法 會 批 准 。 此 後 , 大 學 全 權 決 定
如 何 善 用 該 筆 款 項 。
