SECRETARY-GENERAL’S REPORT 秘 書 長 報 告
The UGC usually conducts academic planning and recurrent
grants assessment with its funded universities on a triennial
basis. To ensure the precious publicly-funded student places
are put to their best use for the benefit of the community,
we need to have a mechanism to encourage universities to
review periodically their institutional strategy and academic
priorities, as well as to advance universities’ international
competitiveness in line with the role of individual universities
and the higher education sector as a whole. To this end, the
UGC has completed the academic development planning
process for the 2016/17 to 2018/19 triennium with the broad
parameters set by the Government. The UGC submitted its
funding recommendations for the 2016/17 to 2018/19 triennium
to the Government in September 2015. The total recurrent
funding of $53,557 million for the 2016/17 to 2018/19 triennium
was approved by the Legislative Council in May 2016.
“Existing pot of money” for the three years of
undergraduate study and other levels of study
The amount of block grants comprises three elements:

優 次 , 提 升 大 學 在 國 際 上 的 競 爭 力 , 以 配 合 個
別 大 學 和 整 體 高 等 教 育 界 別 所 擔 當 的 角 色 。
為 此 , 教 資 會 已 根 據 政 府 的 宏 觀 規 劃 指 標 完
成 2016/17 至 2018/19 的 三 年 期 學 術 發 展 規 劃 程
序 。 教 資 會 已 於 2015 年 9 月 向 政 府 提 交 2016/17
至 2018/19 三 年 期 的 撥 款 建 議 。 立 法 會 已 在
2016 年 5 月 批 准 2016/17 至 2018/19 三 年 期 的 經 常
性 撥 款 , 金 額 總 數 為 535.57 億 元 。
現 有 撥 款 ( 撥 予 三 年 制 學 士 學 位 課 程 及
其 他 修 課 程 度 課 程 的 撥 款 )

Teaching (about 75%)
The Teaching element is based on student numbers, their
levels (i.e. sub-degree, undergraduate, taught postgraduate
and research postgraduate), modes of study (i.e. part-time
and full-time) and disciplines of study. Some subjects are
more expensive than the others because they require special
equipment, laboratories, more staff time, etc. Relative cost
weightings by broad academic programme categories have
been grouped into three price groups with effect from the
2005/06 to 2007/08 triennium. Details are shown at Chart 2.

教 學 用 途 撥 款 根 據 學 生 人 數 、 修 課 程 度 ( 即 副
學 位 課 程 、 學 士 學 位 課 程 、 研 究 院 修 課 課 程 和
研 究 院 研 究 課 程 )、 修 課 形 式 ( 即 兼 讀 制 和 全
日 制 ) 及 學 科 等 因 素 計 算 。 部 分 學 科 需 要 特 別
設 備 或 實 驗 室 , 或 須 佔 用 教 職 員 較 多 時 間 , 因
此 成 本 較 高 。 由 2005/06 至 2007/08 三 年 期 起 ,
按 概 括 學 科 類 別 劃 分 的 相 對 成 本 加 權 數 值 分 為
三 個 成 本 類 別 , 詳 見 表 二 。
