El Diablo, en el Parque de
Timanfaya; a la rehabilitación del
Molino de las Tuneras, en Guatiza, a
cuyos pies erigirá muchos años
después el Jardín de Cactus, y a
otras muchas obras, dentro y fuera
de Lanzarote, que le acreditarán
como pionero del género del “arte
público”.
Pero ninguna de estas obras ni el
conjunto de todos los trabajos
dirigidos por él hubieran trascendido
al mundo del arte si no fuera porque
detrás de todos ellos, desde los
Jameos hasta el Jardín de Cactus,
hay una idea artística y una voluntad
estética que se va a desvelar en
aquello que resulta menos tangible
pero, a la postre, más trascendente,
cual es la propuesta de redacción de
una ordenanza de “Defensa del
paisaje y construcciones turísticas”
que, inspirada por César Manrique,
José Ramírez logró hacer aprobar
por el Cabildo en 1967. Esa
ordenanza, que con carácter general
ha regulado las construcciones
hoteleras en la isla, ha permitido
preservar amplias zonas del
territorio de la voracidad

many years later; and any number
of other works inside and outside
Lanzarote, that would ratify his
status as a pioneer of “public art”.
But none of these works or even
all of them together would have
entered into the world of art had it
not been that underlying them all,
from Jameos to the Cactus Garden,
there was an artistic idea and an
aesthetic determination. These
were to surface in the least tangible
but ultimately most significant way,
namely as the draft ordinance on
“Defence of the landscape and
tourist construction”, inspired by
César Manrique, that José
Ramírez had approved by the
Island Council in 1967. That
ordinance, which has generally
governed hotel construction on the
island, has made it possible to
conserve broad expanses of land
from the voracity of speculation
and conferred a vernacular appeal
on new buildings, preventing the

Lanzarote und seiner Umgebung, die
ihn als Pionier der „öffentlichen Kunst“
auszeichnen.
Jedoch wären weder diese Werke
noch die Gesamtheit der Werke, die er
leitete, in die Kunstwelt vorgedrungen,
hätte nicht hinter den Jameos bis hin zu
dem Kaktusgarten eine künstlerische
Idee und ein ästhetischer Wille gesteckt.
So entstand ein unauffälliger, aber sehr
bedeutsamer Vorschlag, nämlich eine
Verordnung zur “Verteidigung der
Landschaft und
Fremdenverkehrsanlagen“
auszuarbeiten, die von César Manrique
angeregt und auf Antreiben von José
Ramírez 1967 vom Inselrat
verabschiedet wurde. Mit dieser
allgemeinen Verordnung, die die
Hotelbauten auf der Insel regulierte,
konnten weite Bereiche des Gebiets vor
der Gier der Spekulanten gerettet, der
Einklang der neue Gebäuden mit der
einheimischen Architektur gesichert
und die vulgären Plagiate vermieden
werden, die die restlichen spanischen
Küsten zerstört haben.
