Profile of case study hous<strong>in</strong>g <strong>association</strong>s<br />

HA A<br />

HA A is an area office of a nationally operat<strong>in</strong>g<br />

HA that owns or manages more than 60,000<br />

properties . Increas<strong>in</strong>gly, company wide procedures<br />

are be<strong>in</strong>g <strong>in</strong>troduced for hous<strong>in</strong>g <strong>management</strong><br />

activities, <strong>in</strong>clud<strong>in</strong>g a structure for rent <strong>arrears</strong><br />

<strong>management</strong> . The motivation for this change <strong>in</strong><br />

rent <strong>arrears</strong> <strong>management</strong> was to develop more<br />

consistent, more professionalised practice across<br />

<strong>the</strong> organisation <strong>in</strong> an attempt to manage down<br />

both <strong>arrears</strong> and evictions . At <strong>the</strong> same time, it was<br />

believed that, <strong>in</strong> develop<strong>in</strong>g an effective Former<br />

Tenant Arrears collection system, <strong>the</strong> service could<br />

be marketed to o<strong>the</strong>r HAs .<br />

Local Account Managers (“LAMs”) are based <strong>in</strong><br />

area offices, responsible for <strong>in</strong>dividual patches<br />

of <strong>the</strong> territory adm<strong>in</strong>istered by <strong>the</strong> area office .<br />

LAMs are wholly responsible for monitor<strong>in</strong>g rent<br />

accounts and manag<strong>in</strong>g <strong>arrears</strong> from <strong>the</strong> po<strong>in</strong>t of<br />

commencement of tenancy . This company-wide<br />

policy was a shift from <strong>the</strong> previous discretion<br />

accorded to area offices as to organisation . LAMs<br />

are co-located with hous<strong>in</strong>g <strong>management</strong> staff<br />

<strong>in</strong> Area Offices and f<strong>in</strong>d this beneficial <strong>in</strong> shar<strong>in</strong>g<br />

<strong>in</strong>formation with colleagues responsible for<br />

response repairs and estate <strong>management</strong> .<br />

LAMs are l<strong>in</strong>e managed by account managers who<br />

work from two central offices . LAMs work closely<br />

with Centre-based staff, with LAMs’ primary role<br />

be<strong>in</strong>g to make home visits to tenants <strong>in</strong> <strong>arrears</strong> –<br />

especially those who Centre-based staff f<strong>in</strong>d to<br />

be un-contactable by phone . LAMs also liaise with<br />

local HB staff and present cases <strong>in</strong> court . They<br />

work “non-standard” hours – <strong>in</strong>clud<strong>in</strong>g even<strong>in</strong>gs<br />

and Saturday morn<strong>in</strong>gs – <strong>in</strong> a bid to improve <strong>the</strong>ir<br />

“strike rate” <strong>in</strong> mak<strong>in</strong>g direct contact with tenants <strong>in</strong><br />

<strong>arrears</strong> . This out of hours work<strong>in</strong>g is compensated<br />

by flexible work<strong>in</strong>g ra<strong>the</strong>r than higher pay .<br />

HA B<br />

HA B is a sub-regional HA operat<strong>in</strong>g across 14<br />

local authority areas . HA B operated from three<br />

area offices until 2008, when two area offices<br />

were closed down as part of a restructur<strong>in</strong>g of <strong>the</strong><br />

organisation . There is now one central directorate<br />

and two rent collection teams . The <strong>management</strong><br />

of rent <strong>arrears</strong> gradually switched from generic<br />

to specialist <strong>in</strong> 2006 as different area offices<br />

changed <strong>the</strong>ir practice .<br />

As part of <strong>the</strong> restructur<strong>in</strong>g, rent <strong>arrears</strong><br />

<strong>management</strong> became a specialist role held<br />

by Income Officers (“IOs”) . They only become<br />

<strong>in</strong>volved with tenants when rent <strong>arrears</strong> arise . The<br />
