Case study work<br />

In each case study, 6-7 semi-structured <strong>in</strong>terviews<br />

were conducted – <strong>the</strong> data collection <strong>in</strong>struments<br />

appear at Annex 4 – with <strong>the</strong> follow<strong>in</strong>g participants:<br />

• HA staff, <strong>in</strong>clud<strong>in</strong>g senior manager; front-l<strong>in</strong>e<br />

staff responsible for rent <strong>arrears</strong> <strong>management</strong>;<br />

court officers (where <strong>the</strong>se were different)<br />

• <strong>in</strong>terviews with tenant representatives and<br />

advice agencies<br />

• <strong>in</strong>terviews with local legal <strong>practices</strong> represent<strong>in</strong>g<br />

both tenants and HAs<br />

In addition, case study HAs’ local procedure<br />

manuals were collected to complement accounts<br />

of organisational practice as detailed by hous<strong>in</strong>g<br />

manager <strong>in</strong>terviewees .<br />

Prior to each case study visit, <strong>the</strong> relevant HA was<br />

asked to self-collect data on a cohort of recent<br />

possession cases, which had resulted <strong>in</strong> eviction<br />

– <strong>the</strong> most recent 10 cases where Ground 8 had<br />

been used, and 10 where it had not been used . This<br />

proved to be an effective mechanism for access<strong>in</strong>g<br />

data, which might o<strong>the</strong>rwise have been unavailable<br />

to <strong>the</strong> researchers for data protection reasons;<br />

but those reasons were overcome by <strong>the</strong> HA data<br />
