tenants, <strong>the</strong> issue was <strong>the</strong> extent to which tenants<br />

believed that provid<strong>in</strong>g <strong>the</strong> relevant <strong>in</strong>formation<br />

and documents was <strong>the</strong>ir role or for <strong>the</strong>ir HA to<br />

chase (“it’s between you and hous<strong>in</strong>g benefit – you<br />

sort it out”: HA F/ISO) . Some case study HAs<br />

undertook verification <strong>the</strong>mselves on behalf of <strong>the</strong><br />

local authority but this was uneven across local<br />

authorities . In HA B, participants said that tenants<br />

“know <strong>the</strong> system” and take advantage of it to<br />

avoid pay<strong>in</strong>g <strong>the</strong>ir rent . Differences <strong>in</strong> performance<br />

were related, particularly <strong>in</strong> HA A, to <strong>the</strong> HB<br />

contract<strong>in</strong>g cycle so that, at <strong>the</strong> start of a new<br />

contract, performance would dip . Local call centres<br />

were regarded as important . In HA E, which worked<br />

across all <strong>the</strong> London Boroughs, one SRO regarded<br />

payment with<strong>in</strong> four weeks as “a miracle” compared<br />

with her previous experience .<br />

Delays <strong>in</strong> HB case process<strong>in</strong>g might be mitigated<br />

by different strategies, such as a strong HA group<br />

<strong>in</strong> <strong>the</strong> area whose views are listened to by <strong>the</strong><br />

local authority; often, <strong>the</strong> s<strong>in</strong>gle most important<br />

strategy was to have a named contact with<strong>in</strong> <strong>the</strong><br />

local authority HB section, with whom <strong>in</strong>dividual<br />

applications could be discussed; or, at a different<br />

level, <strong>the</strong> arrangements of a service level agreement<br />

between <strong>the</strong> HA and local authority . As regards <strong>the</strong><br />

latter, such a strategy could prove frustrat<strong>in</strong>g where<br />

<strong>the</strong> named contact left <strong>the</strong> office . In HA A, a key<br />

component of jo<strong>in</strong>t work<strong>in</strong>g <strong>in</strong>volv<strong>in</strong>g a local HB<br />

team <strong>in</strong>volves a “benefit status queries spreadsheet”<br />

dispatched weekly to <strong>the</strong> council . Responses are<br />

usually received <strong>the</strong> same day . This is facilitated by<br />

good relationships between <strong>the</strong> LAM and specific<br />

HB team members .<br />

One particular issue concerned <strong>the</strong> will<strong>in</strong>gness<br />

of HB offices to share <strong>in</strong>formation due to data<br />

protection considerations . HA B’s relationship with<br />

one of its major local authorities had decl<strong>in</strong>ed due<br />

to data protection issues . This might be a particular<br />

issue on renewal applications . So, <strong>in</strong> HA C, one HO<br />

said that data protection was always an issue with<br />

<strong>the</strong> local authority .<br />

A related area of improvement <strong>in</strong> HA/LA<br />

relationships <strong>in</strong> this respect and cited by a Londonbased<br />

<strong>association</strong> manager concerned electronic<br />

data transfer . In <strong>the</strong> areas where this landlord<br />

operated it had been found that authorities were<br />

<strong>in</strong>creas<strong>in</strong>gly able to transmit batches of electronic<br />

data on claimants’ HB status . Be<strong>in</strong>g able to read<br />

such data straight <strong>in</strong>to <strong>the</strong> <strong>association</strong>’s electronic<br />

payment record had removed <strong>the</strong> need for what<br />

was previously a huge amount of data entry activity .<br />

Such changes had contributed to <strong>the</strong> organisation’s<br />

achievement of staff<strong>in</strong>g economies <strong>in</strong> rent <strong>arrears</strong><br />
