than o<strong>the</strong>r methods <strong>in</strong> recoup<strong>in</strong>g rent <strong>arrears</strong> .<br />

Cross-departmental work<strong>in</strong>g was particularly<br />

facilitated through jo<strong>in</strong>t visits or simply from <strong>the</strong><br />

practice of <strong>arrears</strong> <strong>management</strong> officers . In HA E,<br />

an RM described <strong>the</strong> <strong>arrears</strong> <strong>management</strong> <strong>the</strong>re<br />

<strong>in</strong> terms of be<strong>in</strong>g at <strong>the</strong> centre of <strong>the</strong> wheel with<br />

spokes com<strong>in</strong>g off to o<strong>the</strong>r parts of <strong>the</strong> organisation<br />

(although it was noted that those o<strong>the</strong>r parts were<br />

not always as good at communicat<strong>in</strong>g with <strong>the</strong>m) .<br />

In HA D and F, ROs and ISOs took <strong>the</strong> opportunity<br />

to make home visits by accompany<strong>in</strong>g a scheduled<br />

repair visit, for example .<br />

A fur<strong>the</strong>r strategy designed to assist with<br />

susta<strong>in</strong>ability and <strong>the</strong> prevention of evictions was<br />

education go<strong>in</strong>g beyond word-of-mouth . In-house<br />

magaz<strong>in</strong>es for tenants might be used to enhance<br />

take-up of benefits (HA C and E); leaflets are<br />

used to promote rent-pay<strong>in</strong>g by emphasis<strong>in</strong>g <strong>the</strong><br />

community benefits .<br />

d) The use of computer software to<br />

manage rent <strong>arrears</strong><br />

Underp<strong>in</strong>n<strong>in</strong>g much of <strong>the</strong> change <strong>in</strong> practice<br />

has been <strong>the</strong> development and use of computer<br />

software designed to prompt officers <strong>in</strong>to action<br />

accord<strong>in</strong>g to <strong>the</strong> HA’s policy . Different HAs had<br />

different programmes and different experiences .<br />

The contrast<strong>in</strong>g experiences of HA E and F<br />

demonstrate <strong>the</strong> sensitivity with which such<br />

software has become treated .<br />

In HA F, a new software package for <strong>the</strong><br />

<strong>management</strong> of rent <strong>arrears</strong> had been <strong>in</strong>troduced,<br />

which enable ISOs to prioritize cases that require<br />

attention . The software uses a series of symbols<br />

to order priority <strong>arrears</strong> cases hierarchically . For<br />

<strong>in</strong>stance, a police car with flash<strong>in</strong>g lights icon<br />

signals serious <strong>arrears</strong> cases . The system enables<br />

ISOs to manage <strong>the</strong>ir time more effectively and<br />

facilitated monitor<strong>in</strong>g of tenants . For <strong>in</strong>stance, <strong>the</strong><br />

software highlights tenancies less than six months<br />

old, so that ISOs can “see how <strong>the</strong>y’re cop<strong>in</strong>g and<br />

whe<strong>the</strong>r <strong>the</strong>y’re manag<strong>in</strong>g <strong>the</strong>ir rent <strong>arrears</strong>” (IRM) .<br />

Frontl<strong>in</strong>e staff had mixed views on <strong>the</strong> software<br />

package, partly due to <strong>in</strong>consistencies <strong>in</strong> service<br />

charge figures that it produced and partly due to<br />

a backlog caused by <strong>the</strong> updat<strong>in</strong>g of <strong>the</strong> system .<br />

Never<strong>the</strong>less, some officers clearly found that <strong>the</strong><br />

package facilitated <strong>the</strong>ir jobs .<br />

In HA E, a software package had been <strong>in</strong>troduced<br />

at <strong>the</strong> time of <strong>the</strong> restructur<strong>in</strong>g which was designed<br />

to highlight <strong>the</strong> cases that represent <strong>the</strong> greatest<br />

risk to <strong>the</strong> Trust . It provides a series of prompts<br />
