Across <strong>the</strong> entire cohort of respond<strong>in</strong>g <strong>association</strong>s,<br />

<strong>the</strong> average estimated proportion of NSPs<br />

preceded by personal contact was 70% . The<br />

majority of respondents estimated that “prior<br />

personal contact” was made with more than 60%<br />

of tenants subject to NSPs (see Table 5 .9) . Nearly<br />

one <strong>in</strong> ten respondents, never<strong>the</strong>less, believed<br />

that <strong>in</strong> <strong>the</strong>ir organisation less than a third of<br />

NSPs were preceded by a face-to-face contact or<br />

telephone conversation . One circumstance where<br />

an NSP might unavoidably be served without be<strong>in</strong>g<br />

preceded by personal contact would be where<br />

<strong>the</strong> property was (suspected of be<strong>in</strong>g) abandoned<br />

before action began . Never<strong>the</strong>less, <strong>the</strong> <strong>in</strong>cidence of<br />

such cases does not seem an adequate explanation<br />

for <strong>the</strong> range of figures cited here . Ra<strong>the</strong>r, this<br />

suggests considerable scope for improved practice<br />

– notwithstand<strong>in</strong>g <strong>the</strong> professed commitments of<br />

<strong>the</strong> vast majority of landlords (see above) .<br />
