of debt counsell<strong>in</strong>g for tenants <strong>in</strong> serious <strong>arrears</strong> .<br />

Typically, <strong>association</strong>s made available such help<br />

both via <strong>in</strong>-house staff and through referrals to<br />

external agencies (see Table 5 .5) .<br />

In <strong>the</strong> 2004 ODPM research 108 it was noted<br />

that “referral to an external agency” might, <strong>in</strong><br />

many cases, <strong>in</strong>volve no more than provid<strong>in</strong>g a<br />

tenant with <strong>the</strong> contact details of an <strong>in</strong>dependent<br />

advice provider . This was quite dist<strong>in</strong>ct from a<br />

“formal referral” where a hous<strong>in</strong>g manager took<br />

responsibility for contact<strong>in</strong>g <strong>the</strong> agency and<br />

book<strong>in</strong>g an appo<strong>in</strong>tment for <strong>the</strong>ir client . In some<br />

cases, such arrangements have been made with<strong>in</strong><br />

<strong>the</strong> context of formal contracts . More than half of<br />

respond<strong>in</strong>g <strong>association</strong>s reported operat<strong>in</strong>g<br />

a “formal referrals” system and although <strong>the</strong>re is<br />

no direct historical comparator, this would appear<br />

to <strong>in</strong>dicate a significant <strong>in</strong>crease <strong>in</strong> this k<strong>in</strong>d of<br />
