Section 2000 – General School Administration<br />
2110 Superintendent Qualifications 2110<br />
The Superintendent shall be the chief administrative head of the District and shall have,<br />
under the direction of the Board, general supervision of all of the public schools and of all the<br />
personnel and various departments of the District. The Superintendent is responsible for the<br />
management of the schools under Board policies and is accountable to the Board.<br />
The Superintendent, at his/her discretion, may delegate to other school personnel the<br />
exercise of any powers and the discharge of any duties imposed upon the Superintendent by these<br />
policies or by vote of the Board. (Cf. Board Bylaws, Article I, Section 3.)<br />
Qualifications<br />
The Superintendent shall have:<br />
• At least the minimum qualifications to serve as a Superintendent of <strong>Schools</strong> as<br />
required by the State of Michigan (MCL 380.1229, 380.1246);<br />
• Earned at least a Bachelor’s Degree from an accredited institution of learning with<br />
post-graduate study beyond the Bachelor’s Degree preferred;<br />
• Acquired at least three years of successful experience in the field of education or in<br />
private sector management;<br />
• Sufficient credentials to qualify for North Central Association standards for the<br />
Superintendency; and<br />
• Shall have established himself/herself as a recognized leader in his/her profession or<br />
field, through active participation in a variety of areas.<br />
Functions<br />
The Superintendent, as Chief Executive Officer of the School District, shall be<br />
responsible to the Board of Education for the execution of its policies. Implementation of<br />
decisions made by the Board concerning the internal operation of the school system shall be<br />
delegated to the Superintendent. It shall be the duty and responsibility of the Superintendent to<br />
put into practice the educational policies established by the Board of Education in accordance<br />
with the General School Laws of the State of Michigan.<br />
The Superintendent shall be the Executive Officer of the Board of Education and shall be<br />
responsible to the Board for the execution of its policies. He/she shall attend all Board meetings,<br />
except at times when consideration may be given to his own employment or salary, or when<br />
excused by the Board President.<br />
It shall be the duty of the Superintendent to see that administrators recommended for<br />
employment meet all qualifications established by law and by the Board for the type of position<br />
for which recommendation is made.<br />
The general duties of the Superintendent shall include, but not be limited to, those<br />
specified in the General School Laws, and the Superintendent is specifically charged with the<br />
following responsibilities and authority:<br />
• Supervise and manage all departments of the School District and conduct them in<br />
harmony with policies.<br />
• Submit to the proper authorities all records and reports required by law, by the<br />
Michigan State Department of Education or by the Board.<br />
