Section 1. Legal Status<br />

Bylaws of the Board of Education<br />

School District of the City of <strong>Saginaw</strong>, Michigan<br />

Article I<br />

General Provisions<br />

The official name of the school District shall be The School District of the City of<br />

<strong>Saginaw</strong>, Michigan, and the school District shall be organized and conducted as a general powers<br />

school District as provided in the Revised School Code.<br />

Section 2. Purpose of Bylaws<br />

The purpose of these bylaws is to set forth the internal rules which provide for the<br />

effective and efficient functioning of the Board of Education ("Board') and to govern its<br />

operations and business.<br />

Section 3. Functions of the Board<br />

The business of the school District shall be governed by the Board which has both direct<br />

and oversight responsibilities for the operations of the schools and the education of students. The<br />

Board's responsibilities shall include, among other things, duties in the areas of policy making,<br />

educational planning and appraisal, employee staffing and evaluation, fiscal management and<br />

planning, school operations and functions, public communications and judicial.<br />

Whenever the words “Superintendent,” “Assistant Superintendent,” “Director,” or<br />

“Principal” appear in these policies and rules, the words “or designated representative” shall be<br />

assumed to follow. The delegation of authority of administrative actions does not relieve the<br />

Superintendent of the responsibility of the actions of such designated representatives.<br />
