Section 4000 – Business Management/Facilities Management<br />

4800 Educational Specifications 4800<br />

The Superintendent shall assume the responsibility of working with staff to determine<br />

educational specifications for all new or renovated construction. These specifications shall be<br />

approved by the Board and then discussed in conferences with the architect.<br />

1. Information concerning the plan of the school organization and estimated enrollment in the<br />

proposed building,<br />

2. A description of the proposed curriculum and the teaching methods and techniques to be<br />

employed,<br />

3. A schedule of space requirements, including the indications of relative locations of various<br />

spaces,<br />

4. A desired layout of special areas and the equipment needed for such areas,<br />

5. An outline of mechanical features and special finishes desired,<br />

6. A description of standard codes and regulations (school District, city, county, and state)<br />

affecting the particular planning, and<br />

7. Any other details, which may be needed or recommended relative to the specific project.<br />

4890 Supervision of Construction (Cf. 4770) 4890<br />

Supervision of construction projects shall be primarily the responsibility of the architect<br />

and the Superintendent, or designee assigned by the Superintendent as project manager, who shall<br />

be responsible to follow closely the progress of the construction project.<br />

Change Orders<br />

After a contract is accepted, all change orders shall be brought to the Buildings and<br />

Grounds Committee and the Board for approval, except that the Superintendent is authorized to<br />

approve minor changes of an emergency nature of $10,000.00 or 10% of the contract or less when<br />

“on the spot” decisions must be made.<br />

Change orders shall be accompanied by justification by the architect and/or the<br />

Superintendent when being presented to the Buildings and Grounds Committee.<br />

4900 Fair Employment Clause 4900<br />

Any contract to which the Board or District is a party shall contain a covenant by the<br />

contractor, and the subcontractors of the contractor, not to discriminate against an employee or<br />

applicant for employment with respect to hire, tenure, terms, conditions, or privileges of<br />

employment, or a matter directly or indirectly related to employment, because of race, color,<br />

religion, national origin, age, sex, height, weight, marital status, or handicap/disability. A breach<br />

of this covenant may be regarded as a material breach of the contract in the discretion of the<br />

Board.<br />
