NAOC’s Transportation & Security section<br />
was formed in April 1993. A year later, the<br />
Security section became independent, and in<br />
April 1995 joined with the Accreditation section<br />
to form a Security Department. Most of the personnel<br />
in the Security section were officers from<br />
the Nagano Prefectural Police. In October 1997,<br />
the Security Command Centre headed by the<br />
Chief of Security was set up at NAOC<br />
Operations Headquarters.<br />
Under the direction of the Chief of Security,<br />
staff at the Security Command Centre collated<br />
and disseminated information, and liaised with<br />
each venue and the police. Most venues had a<br />
security control room headed by the venue security<br />
manager, who took orders directly from the<br />
Security Command Centre. The venue security<br />
manager worked in close cooperation with police<br />
officers stationed in the Security Control<br />
Rooms. The contact network, which was based<br />
on analysis of contact networks at previous<br />
Games, was highly praised by the <strong>IOC</strong>, NOCs,<br />
and Sponsors for its efficacy in promptly transferring<br />
information from the point of origin to<br />
the Security Command Centre.<br />

Security Plan<br />
The Security Plan was formulated in close<br />
consultation with the <strong>IOC</strong>’s Security Delegate<br />
Ashwini Kumar, and with the Olympic section<br />
of the Prefectural Police Department. NAOC’s<br />
Transportation & Security Commission was established<br />
in 1993, and a security sub commission<br />
comprising experienced police and fire<br />
department officers was set up in 1994. These<br />
commissions met five and six times respectively<br />
before the Games.<br />
The basic security plan for the Games was<br />
drafted in 1994. This was followed by an implementation<br />
plan in 1996, and detailed procedures<br />
were set out in the Operations Manual in 1997.<br />
Personnel from NAOC Security went to the<br />
Lillehammer and Atlanta Games to observe security<br />
programmes and anti-terrorism measures.<br />
In Japan, staff also attended the Asian Games in<br />
Hiroshima, and the World University Games in<br />
Fukuoka to learn about issues such as staff assignment,<br />
equipment, private security staff, and<br />
effective liaison with the police.
