Exemption from Tolls<br />
With the cooperation of the Ministry of<br />
Construction, the Ministry of Transportation,<br />
and road management authorities, certain vehicles<br />
for Games personnel such as privately-assigned<br />
cars and athlete buses were exempt from<br />
the usual expressway and highway tolls.<br />
Parking Permits / Access Permits<br />
To relieve congestion around venues, vehicle<br />
access permits and parking permits were issued<br />
to tour buses and vehicles used by Games<br />
personnel. As these permits allowed users to access<br />
restricted roads, coordination was arranged<br />
with the police, and permits issued in advance to<br />
avoid any Games-time problems. NOCs or<br />
media personnel who rented cars privately, as<br />
well as travel companies operating tour buses,<br />
were able to purchase limited period parking<br />
permits. The price ranged from ¥2,000 –<br />
¥10,000 depending on the number of days. A<br />
total of 39,536 joint parking / access permits<br />
were issued. Some 7,345 access-only permits<br />
were also issued.<br />
Transportation Routes<br />
Regular traffic and Games traffic were separated<br />
as much as possible. Dedicated Olympic<br />
traffic lanes were created in certain areas for<br />
those possessing access permits. Emergency<br />
routes were also planned, but fortunately were<br />
not utilised.<br />
Car Parks<br />
Car parks at and near venues were limited<br />
and reserved for Games personnel. A number of<br />
spectator parking areas were set up on public<br />
land in the vicinity of venues, and a “park and<br />
ride” scheme was implemented to avoid congestion.<br />
The size of car parks for spectator use was<br />
planned based on the number of competition<br />
tickets issued, and spectator demand as estimated<br />
from two surveys.<br />
Parking was secured as<br />
close to the venues as<br />
possible.<br />
Signs for shuttle buses<br />
were clearly visible, even<br />
in deep snow.<br />
