Security staff were distinguished from other<br />
Games operations staff by armbands with the<br />
word “Security” printed in the official languages<br />
of the <strong>IOC</strong>, with the colour of the armband differing<br />
for venue security managers, volunteers,<br />
and private security company employees. The<br />
uniforms of private security company employees<br />
were clearly distinguishable, and together<br />
with the colourful blue and yellow uniforms of<br />
the police, provided a deterrent to crime.<br />
Prohibited and Restricted Items<br />
A set of “Spectator Rules” was devised that<br />
included a list of prohibited and restricted items<br />
such as weapons, bottles, cans, promotional literature,<br />
and propaganda. Searches for cans and<br />
bottles were particularly strict for the Opening<br />
and Closing Ceremonies, and at the competition<br />
venues.<br />
Cooperation from the Police and<br />
Fire Departments<br />
In August 1997, NAOC signed a formal security<br />
agreement with the Prefectural Police<br />
Department, which covered information sharing,<br />
cooperation in fighting crime, and the handling<br />
of emergencies. The police also offered<br />
valuable assistance on issues which NAOC was<br />
not able to deal with unilaterally, such as terrorism,<br />
bomb threats, guarding VIPs, and visits to<br />
venues by the Imperial Family.<br />
In November 1997, NAOC requested help
