certain notified services, besides enabling the<br />
NCDC to lend directly to cooperative societies<br />
on furnishing a security to the satisfaction <strong>of</strong> the<br />
<strong>Co</strong>rporation. The rates <strong>of</strong> interest on NCDC loans<br />
ranged from 9 per cent to 10.5 per cent during<br />
the year. In <strong>2009</strong>-10, up to 30 November <strong>2009</strong>,<br />
an assistance <strong>of</strong> Rs. 1,484.88 crore (provisional)<br />
has been disbursed by the NCDC against an<br />
approved outlay <strong>of</strong> Rs. 3,300 crore.<br />
16.9 <strong>Co</strong>operative Spinning Mills: In order to<br />
improve the economic condition <strong>of</strong> cotton<br />
growers as well as handloom and power loom<br />
weavers, and to consolidate the gains achieved<br />
so far, the department, through the NCDC,<br />
continued to provide financial assistance to<br />
spinning mills and ginning and pressing units in<br />
the cooperative sector. During the year <strong>2009</strong>-10<br />
(up to 30 November <strong>2009</strong>) the NCDC released<br />
an amount <strong>of</strong> Rs. 8.72 crore.<br />
16.10 The NCDC is implementing a restructured<br />
Central Sector Scheme <strong>of</strong> the DAC for share<br />
capital participation in growers'/weavers'<br />
cooperative spinning mills. Loans are met out <strong>of</strong><br />
the <strong>Co</strong>rporation's funds, and the subsidy is<br />
provided by the GoI.<br />
16.11 <strong>Co</strong>operative Storage and <strong>Co</strong>ld Storage:<br />
The <strong>Department</strong> <strong>of</strong> <strong>Agriculture</strong> and <strong>Co</strong><strong>operation</strong>,<br />
through the NCDC, has been making systematic<br />
and sustained efforts to assist cooperatives in<br />
creating additional storage capacity aimed at<br />
facilitating expanded <strong>operation</strong>s <strong>of</strong> cooperative<br />
marketing and distribution <strong>of</strong> inputs, and sale <strong>of</strong><br />
consumer articles. The storage capacity assisted<br />
by the NCDC has increased from 11 lakh tonnes<br />
during 1962-63, to 168.51 lakh tonnes, as on<br />
31 March <strong>2009</strong>.<br />
16.12 During the year <strong>2009</strong>-10 (up to 30<br />
November <strong>2009</strong>), financial assistance <strong>of</strong><br />
Rs. 6.086 crore (Rs. 4.628 crore as loan and<br />
Rs.1.458 crore as subsidy) has been released,<br />
and Rs. 12.227 crore (Rs. 9.641 crore as loan<br />
and Rs. 2.586 crore as subsidy) has been<br />
sanctioned for the storage programme under the<br />
Central Sector Scheme <strong>of</strong> the DAC, <strong>Co</strong>rporation<br />
Sponsored Scheme and Gramin Bhandaran<br />
Yojana.<br />
16.13 Integrated <strong>Co</strong>operative Development<br />
Projects: The DAC has made systematic efforts<br />
to develop primary cooperatives as multi-purpose<br />
entities to provide a package <strong>of</strong> services to rural<br />
communities. With this in view, NCDC is<br />
implementing the Integrated <strong>Co</strong>operative<br />
Development Project (ICDP) scheme in selected<br />
districts in rural areas. During the year <strong>2009</strong>-10<br />
(up to 30 November <strong>2009</strong>), three projects in West<br />
Bengal at a project cost <strong>of</strong> Rs. 60.85 crore have<br />
been sanctioned, involving the NCDC's share <strong>of</strong><br />
assistance <strong>of</strong> Rs. 56.62 crore (Rs. 42.59 crore as<br />
loan and Rs. 14.03 crore as subsidy). During the<br />
same period, the NCDC has released loan<br />
assistance <strong>of</strong> Rs. 17.36 crore and a subsidy <strong>of</strong><br />
Rs. 9.90 crore (totalling Rs. 27.26 crore for the<br />
ICDP).<br />
16.14 Under the restructured Central Sector<br />
Scheme during <strong>2009</strong>-10 (up to 30 November<br />
<strong>2009</strong>) under the ICDP, a subsidy <strong>of</strong> Rs. 4.34 crore<br />
has been released towards expenditure on the<br />
Project Implementation Team (PIT).<br />
16.15 <strong>Co</strong>operatives in Under-Developed States:<br />
The process <strong>of</strong> economic development in the<br />
country has brought to light certain regional<br />
disparities and imbalances due to inherent<br />
factors like topography, agro-climatic conditions,<br />
and poor infrastructure. During the formulation<br />
<strong>of</strong> the Fifth Five Year Plan, the limitations <strong>of</strong> this<br />
approach came to the fore and consequently<br />
the concept <strong>of</strong> cooperatively under-developed<br />
states evolved to ensure balanced regional<br />
development.<br />
16.16 The categorisation <strong>of</strong> states for funding<br />
by the NCDC was reviewed by the Planning<br />
<strong>Co</strong>mmission in November 2004. Accordingly,<br />
Andhra Pradesh, Uttar Pradesh, Madhya Pradesh,<br />
and Goa were placed in the category <strong>of</strong>
