9.27 Exhibitions: Agricultural exhibitions are<br />
an excellent means <strong>of</strong> reaching out to a large<br />
number <strong>of</strong> farmers. The DAC organises Krishi<br />
Expos and supports five regional fairs every year.<br />
State and district-level exhibitions are supported<br />
under the ATMA programme. The DAC had also<br />
participated in the Regional <strong>Agriculture</strong> Fair for<br />
the Southern Region in Karnataka between 18-<br />
21 December <strong>2009</strong>, and the India International<br />
Trade Fair between 14-27 November <strong>2009</strong> in New<br />
Delhi. The Eastern Regional <strong>Agriculture</strong> Fair for<br />
the North Eastern Region in Imphal (Manipur) will<br />
be held in March <strong>2010</strong>.<br />
9.28 National Productivity Awards: The<br />
National Productivity Awards are given to<br />
organisations, institutions, or departments that<br />
have achieved excellence in raising productivity<br />
in specific agriculture and allied areas, through<br />
the National Productivity <strong>Co</strong>uncil (NPC), New<br />
Delhi. For this purpose, the DAC provides funds<br />
as a grant-in-aid to the NPC.<br />
9.29 Central Monitoring and Evaluation:<br />
Support to Extension Reforms is a new scheme,<br />
started in May 2005, and draft model TORs for<br />
commissioning third party monitoring and<br />
evaluation <strong>of</strong> this scheme, prepared by the DAC<br />
in consultation with the states, has been circulated<br />
to all states. The states <strong>of</strong> Himachal Pradesh,<br />
Rajasthan, Punjab, Orissa, Andhra Pradesh, and<br />
West Bengal, have submitted their study reports.<br />
The other states are in the process <strong>of</strong><br />
commissioning studies. The process <strong>of</strong><br />
centralised evaluation <strong>of</strong> the scheme has also<br />
been initiated, with the task <strong>of</strong> evaluation and<br />
impact assessment <strong>of</strong> the scheme outsourced to<br />
an independent agency which will undertake the<br />
task in the states <strong>of</strong> Uttar Pradesh and Haryana.<br />
9.30 C<strong>of</strong>fee Table Book: A c<strong>of</strong>fee table book<br />
titled Harvest <strong>of</strong> Hope has been released in<br />
February <strong>2010</strong>, highlighting success stories <strong>of</strong><br />
farmers from all over the country.<br />
9.31 Programmes in North Eastern States: The<br />
details <strong>of</strong> schemes and programmes being<br />
implemented in the North Eastern region are<br />
given as under:<br />
9.32 Support to State Extension<br />
Programmes for Extension Reforms: This<br />
scheme aims at making the extension system<br />
farmer-driven and farmer-accountable. The<br />
release <strong>of</strong> funds under the scheme is based<br />
on State Extension Work Plans (SEWPs)<br />
prepared by state governments. It is proposed<br />
to cover all districts across all the states and<br />
UTs in the country. Details <strong>of</strong> implementation<br />
<strong>of</strong> the scheme in the North Eastern region are<br />
shown in Table 9.1:<br />
