22.1. Rehabilitation Package for Distressed<br />
Farmers: The incidence <strong>of</strong> suicide by farmers has<br />
been reported mainly from the states <strong>of</strong> Andhra<br />
Pradesh, Karnataka, Maharashtra, and Kerala. As<br />
reported by state governments, broadly, the<br />
causes for committing suicide by farmers are<br />
crop failure, indebtedness, drought/crop failure,<br />
and social and economic insecurity. To ameliorate<br />
the condition <strong>of</strong> the farmers, the Government <strong>of</strong><br />
India approved a rehabilitation package for 31<br />
suicide prone districts in the four states <strong>of</strong> Andhra<br />
Pradesh (16 districts), Maharashtra (six districts),<br />
Karnataka (six districts), and Kerala (three<br />
districts). The package involves a total amount<br />
<strong>of</strong> Rs. 16,978.69 crore, consisting <strong>of</strong> Rs.<br />
10,579.43 crore as subsidy/grant and Rs.<br />
6,399.26 crore as loan. The state-wise break-up<br />
is, Andhra Pradesh-Rs. 9,650.55 crore, Karnataka-<br />
Rs. 2,689.64 crore, Kerala-Rs. 765.24 crore, and<br />
Maharashtra-Rs. 3,873.26 crore. The<br />
rehabilitation package aims at establishing a<br />
sustainable and viable farming and livelihood<br />

support system through different interventions,<br />
which include, the improved supply <strong>of</strong><br />
institutional credit, assured irrigation facilities,<br />
watershed management, better extension and<br />
farming support services, and subsidiary income<br />
opportunities through horticulture, livestock,<br />
dairying, fisheries, etc.<br />
22.2 An amount <strong>of</strong> Rs. 17,649.24 crore (i.e.,<br />
104 per cent <strong>of</strong> the total package cost), has been<br />
released by the Centre to respective state<br />
governments and banks as follows: Andhra<br />
Pradesh (Rs. 9,712.26 crore), Maharashtra (Rs.<br />
4,281.80 crore), Karnataka (Rs. 3,274.77 crore),<br />
and Kerala (Rs. 380.41 crore) up to 31 December<br />
<strong>2009</strong>. As per reports received from the state<br />
governments, suicides by farmers have by and<br />
large shown a declining trend in 2008 compared<br />
to previous years. The Government <strong>of</strong> India has<br />
extended the period <strong>of</strong> the implementation <strong>of</strong><br />
the non-credit components <strong>of</strong> the package by<br />
two more years, i.e., till 30 September, 2011.<br />
