4.38 Oil palm: The Oil Palm Development<br />

Programme under ISOPOM is being<br />

implemented in the states <strong>of</strong> Andhra Pradesh,<br />

Karnataka, Tamil Nadu, Gujarat, Goa, Orissa,<br />

Kerala, and Mizoram only.<br />

4.39 With a view to exploiting the huge<br />

potential for oil palms in the country, the<br />

<strong>Department</strong> <strong>of</strong> <strong>Agriculture</strong> and <strong>Co</strong><strong>operation</strong><br />

constituted a committee under the chairmanship<br />

<strong>of</strong> Dr. K.L. Chadha to re-assess the scope <strong>of</strong> oil<br />

palm cultivation in the country.<br />

4.40 The committee, in its report submitted<br />

to this <strong>Department</strong>, has identified 10.36 lakh<br />

hectares as potential area for oil palm plantation,<br />

and has recommended that 2.24 lakh hectares<br />

be brought under oil palm cultivation in the<br />

Eleventh Five Year Plan.<br />

4.41 Area Expansion <strong>of</strong> Oil Palm: The yearwise<br />

target and achievement for the period 2006-<br />

07, 2007-08, and 2008-09 (P) with respect to area<br />

coverage under oil palm through the<br />

implementation <strong>of</strong> the Oil Palm Development<br />

Programme is given in Table 4.5:<br />

4.42 Seed Mini-kit Distribution Programme:<br />

4.43 To mitigate the impact <strong>of</strong> drought in Kharif<br />

<strong>2009</strong> and to utilise the available moisture in Rabi<br />

<strong>2009</strong>-10, the Government <strong>of</strong> India has enhanced<br />

the subsidy on distribution <strong>of</strong> certified seeds <strong>of</strong><br />

oilseeds, pulses, and maize from Rs. 1,200 to<br />

Rs. 2,000 per quintal for the Rabi and summer<br />

seasons <strong>of</strong> <strong>2009</strong>-10. Besides this, the<br />

Government <strong>of</strong> India has increased the allocation<br />

<strong>of</strong> seed mini-kits <strong>of</strong> oilseeds, pulses, and maize<br />

from Rs. 3,003.72 lakhs in Rabi 2008-09 to Rs.
