19.1 Revised Macro-Management <strong>of</strong> <strong>Agriculture</strong><br />

Scheme: <strong>Agriculture</strong> is a state subject.<br />

Hence, the primary role for increasing the<br />

productivity and production <strong>of</strong> food grains is that<br />

<strong>of</strong> the state governments. However, in order to<br />

supplement the efforts <strong>of</strong> state governments, a<br />

number <strong>of</strong> Centrally Sponsored and Central<br />

Sector Schemes are being implemented for<br />

enhancement <strong>of</strong> agricultural productivity and<br />

production, livelihood security <strong>of</strong> the farming<br />

community and food security in the country.<br />

19.2 The Macro-Management <strong>of</strong> <strong>Agriculture</strong><br />

(MMA) scheme is one <strong>of</strong> the Centrally Sponsored<br />

Schemes formulated in 2000-01, with the<br />

objective <strong>of</strong> ensuring that Central assistance is<br />

spent through focused and specific interventions<br />

for the development <strong>of</strong> agriculture in the states.<br />

To begin with, the Scheme consisted <strong>of</strong> 27<br />

Centrally Sponsored Schemes relating to<br />

cooperatives, crop production programmes (for<br />

rice, wheat, coarse cereals, jute, and sugarcane),<br />

watershed development programmes (National<br />

Watershed Development Project for Rainfed<br />

Areas, River Valley Projects/Flood Prone Rivers),<br />

horticulture, fertilizer, mechanisation, and seeds<br />

production programmes. With the launch <strong>of</strong> the<br />

National Horticulture Mission (NHM) in 2005-06,<br />

10 schemes pertaining to horticulture<br />

development were taken out <strong>of</strong> the purview <strong>of</strong><br />

this scheme.<br />

19.3 In the year 2008-09, the Macro-<br />

Management <strong>of</strong> <strong>Agriculture</strong> scheme was revised<br />

to improve its efficacy in supplementing/<br />

complementing the efforts <strong>of</strong> states towards the<br />

enhancement <strong>of</strong> agricultural production and<br />

productivity. The role <strong>of</strong> the scheme has been<br />

redefined to avoid overlapping and duplication<br />

<strong>of</strong> efforts and to make it more relevant to the<br />

present agricultural scenario in the states for<br />

achieving the basic objective <strong>of</strong> food security,<br />

and to improve the livelihood system for rural<br />

people. The revised MMA scheme comprised <strong>of</strong><br />
