women in marketing their produce in local<br />
markets, and by organising fairs and<br />
exhibitions. An educational and<br />
development project for women is being<br />
operated in the North Eastern Region at<br />
East Imphal in Manipur state. During the<br />
year <strong>2009</strong>-10 (up to 30 November <strong>2009</strong>),<br />
1.17 lakh people were imparted<br />
education and training through these<br />
projects.<br />
24.14 The National <strong>Co</strong>operative Development<br />
<strong>Co</strong>rporation (NCDC) encourages women's<br />
cooperatives to avail assistance under its various<br />
schemes. A large number <strong>of</strong> women members<br />
are engaged in cooperatives, engaged in the<br />
areas <strong>of</strong> fisheries, power looms, garment<br />
manufacturing and knitting units, spinning mills,<br />
fruits and vegetables, marketing and processing,<br />
poultry and service cooperatives, etc. Prominent<br />
among women's cooperatives which have so far<br />
been assisted by the NCDC include programmes<br />
related to textiles (spinning, handloom, power<br />
loom), poultry, fisheries, plantation crops, service<br />
cooperatives and integrated cooperative<br />
development projects, etc.<br />
IX. <strong>Agriculture</strong> Census: On the recommendation<br />
<strong>of</strong> the Central Statistical Organisation<br />
(CSO), Ministry <strong>of</strong> Statistics and Programme<br />
Implementation, New Delhi, the collection <strong>of</strong><br />
gender-based data was introduced for the first<br />
time in the <strong>Agriculture</strong> Census <strong>of</strong> 1995-96. Since<br />
then, data on this aspect has been collected in<br />
successive censuses, i.e., 2000-01 and 2005-06.<br />
The scope <strong>of</strong> data collection has been restricted<br />
to the number <strong>of</strong> <strong>operation</strong>al holdings and the<br />
corresponding operated area by different size<br />
classes <strong>of</strong> holdings, social groups, gender (male<br />
and female) and types <strong>of</strong> holdings (individual,<br />
joint, and institutional). The collected information<br />
indicates the participation <strong>of</strong> women in the<br />
<strong>operation</strong> and management <strong>of</strong> agricultural<br />
holdings in the country.<br />
24.15 The number and percentage <strong>of</strong> female<br />
<strong>operation</strong>al holders as per the <strong>Agriculture</strong> Census<br />
2000-01 is given in Table 24.2:<br />

X. Policy: The National Policy for Farmers<br />
2007 announced by the Government<br />
envisages the following measures aimed<br />
at women’s empowerment:<br />
i) Asset reforms under land, water, and<br />
livestock for an equitable share to women<br />
farmers.<br />
ii) Better access to inputs and services like
