The Parliamentary Standing <strong>Co</strong>mmittee on<br />
<strong>Agriculture</strong> placed its report on the Bill in<br />
Parliament on 18 February, <strong>2009</strong>. The<br />
recommendations <strong>of</strong> the Standing <strong>Co</strong>mmittee<br />
have been examined, and taking these into<br />
account, the <strong>of</strong>ficial amendments to the<br />
Pesticides Management Bill will be brought forth<br />
by the Government.<br />
Expenditure in the Eleventh Plan<br />
1.45 The <strong>Annual</strong> Plan outlay for <strong>2009</strong>-10 <strong>of</strong> the<br />
<strong>Department</strong> <strong>of</strong> <strong>Agriculture</strong> and <strong>Co</strong><strong>operation</strong> was<br />
Rs.7,200 crore. Including State Plan Schemes,<br />
the allocation for <strong>2009</strong>-10 <strong>of</strong> the DAC is<br />
Rs.11,307.07 crore. The status <strong>of</strong> releases /<br />
expenditure during the Eleventh Five Year Plan<br />
is given in Table 1.6.<br />

1.46 The Eleventh Plan envisages a targeted<br />
growth <strong>of</strong> 4 per cent in the agriculture sector.<br />
However, adverse weather conditions in <strong>2009</strong>-<br />
10 in the form <strong>of</strong> drought and floods in various<br />
parts <strong>of</strong> the country have exhibited the fragility<br />
<strong>of</strong> the agriculture sector. <strong>Co</strong>ncerns regarding<br />
the country's food security, the central role <strong>of</strong><br />
the sector in poverty alleviation strategies, and<br />
the debilitating effects <strong>of</strong> the global recession,<br />
have forced all stakeholders to focus on this<br />
most critical <strong>of</strong> sectors. Emphasis must be<br />
placed on better training, technology, and<br />
marketing channels for farmers. The efficiency<br />
<strong>of</strong> investments needs to be improved, together<br />
(Rs. crore)<br />
with efforts to promote private investment in<br />
the sector. A group approach has to be<br />
fostered through which the poor get better<br />
access to land, credit, and skills. Appropriate<br />
interventions to deal with the effects <strong>of</strong> climate<br />
change have to be made a priority for the<br />
sector. Greater investment in water<br />
conservation technologies like drip and<br />
sprinkler irrigation, and adequate attention to<br />
crop diversification in fruits and vegetables are<br />
likely to pay rich dividends. The convergence<br />
<strong>of</strong> MNREGS with other <strong>Agriculture</strong> and Rural<br />
Development schemes will bring greater<br />
synergy to efforts for rural upliftment.<br />
