development <strong>of</strong> methodology <strong>of</strong> mass<br />
propagation <strong>of</strong> hybrid pigeon-pea seeds through<br />
ICRISAT, containing the menace <strong>of</strong> neel gai,<br />
community generators for ensuring availability<br />
<strong>of</strong> power, and so on.<br />
4.23 Publicity campaigns have been made an<br />
integral part <strong>of</strong> the promotion <strong>of</strong> mission<br />
activities. A logo and a catch phrase for the<br />
mission have been designed. Print and mass<br />
media advertisements have been released to<br />
creatively promote the relevant components <strong>of</strong><br />
the mission programme at different stages <strong>of</strong><br />
crop growth.<br />
4.24 Positive Outcomes and Changes<br />
Resulting from the Project/Initiative: The<br />
focussed and target oriented technological<br />
interventions under the NSFM have made a<br />
significant impact since inception, which is<br />
reflected by the fact that during the year 2006–<br />
07, the production <strong>of</strong> rice was recorded at 93.35<br />
MT which increased to 99.18 MT during 2008–<br />
09 (4 th advance estimates), showing an increase<br />
<strong>of</strong> 5.83 MT.<br />
4.25 Similarly, the situation is promising in the<br />
case <strong>of</strong> wheat, wherein its production during<br />
2006–07 was recorded at 75.81 MT, and<br />
increased to 80.68 MT during 2008–09 (4 th<br />
Advance Estimates), showing an increase <strong>of</strong> 4.87<br />
MT.<br />
4.26 As regards pulse production, it was<br />
recorded at 14.20 MT during 2006–07, which<br />
increased to the level <strong>of</strong> 14.57 MT during 2008–<br />
09 (4 th advance estimates), constituting an<br />
increase <strong>of</strong> 0.37 MT.<br />
4.27 As per the 2 nd Advance Estimate for <strong>2009</strong>-<br />
10, foodgrain production for the year <strong>2009</strong>-10 is<br />
87.56 MT, 80.28 MT & 14.74 MT for rice, wheat<br />
and pulses respectively, against the target <strong>of</strong><br />
100.50 MT, 79.0 MT & 16.50 MT. The estimated<br />
fall in production <strong>of</strong> rice and pulses is due to<br />
delayed rainfall and drought conditions that<br />
prevailed in most <strong>of</strong> the rice, wheat & pulse<br />
growing districts <strong>of</strong> the country in Kharif <strong>2009</strong><br />
season. However, owing to a good Rabi season,<br />
the production <strong>of</strong> wheat is estimated to be higher.<br />
4.28 Centrally Sponsored Integrated Scheme<br />
<strong>of</strong> Oilseeds, Pulses, Oil Palm, and Maize<br />
(ISOPOM): The <strong>Department</strong> <strong>of</strong> <strong>Agriculture</strong> and<br />
<strong>Co</strong><strong>operation</strong> is implementing a Centrally<br />
Sponsored Integrated Scheme <strong>of</strong> Oilseeds,<br />
Pulses, Oil Palm and Maize (ISOPOM) in the<br />
country for increasing the area, production, and<br />
yield <strong>of</strong> these crops since 2004–05.<br />
4.29 Area <strong>of</strong> Operation: Oilseeds & Pulses:<br />
The Scheme <strong>of</strong> ISOPOM is being implemented<br />
in 14 major oilseed and pulse growing states,<br />
i.e., Andhra Pradesh, Bihar, Chhattisgarh, Gujarat,<br />
Haryana, Karnataka, Madhya Pradesh,<br />
Maharashtra, Orissa, Punjab, Rajasthan, Tamil<br />
Nadu, Uttar Pradesh, and West Bengal.<br />
4.30 Maize: Under ISOPOM, maize<br />
development programmes are under<br />
implementation in 15 states, i.e., Andhra<br />
Pradesh, Bihar, Chhattisgarh, Gujarat, Himachal<br />
Pradesh, Karnataka, Madhya Pradesh,<br />
Maharashtra, Orissa, Punjab, Rajasthan, J&K,<br />
Tamil Nadu, U.P., and West Bengal.<br />
4.31 Oil Palm: The programme is being<br />
implemented in the states <strong>of</strong> Andhra Pradesh,<br />
Karnataka, Tamil Nadu, Gujarat, Goa, Orissa,<br />
Kerala, and Mizoram.<br />
4.32 Special Features <strong>of</strong> ISOPOM: The<br />
ISOPOM has the following special features:<br />
(i) Flexibility provided to states to utilise<br />
funds for the scheme or crop <strong>of</strong> their<br />
choice.<br />
(ii) <strong>Annual</strong> action plans to be formulated by<br />
the state governments for the<br />
consideration and approval <strong>of</strong> the<br />
Government <strong>of</strong> India.<br />
