(iii) Flexibility provided to the states for<br />

introducing innovative measures or any<br />

special component to the extent <strong>of</strong> 10<br />

per cent <strong>of</strong> financial allocation.<br />

(iv) Involvement <strong>of</strong> the private sector by the<br />

state governments in the implementation<br />

<strong>of</strong> the programme with a financial cap <strong>of</strong><br />

15 per cent.<br />

(v) Flexibility for inter-component diversion<br />

<strong>of</strong> funds <strong>of</strong> up to 20 per cent for non-seed<br />

components only.<br />

(vi) Diversion <strong>of</strong> funds from seed<br />

components to non-seed components<br />

with the prior approval <strong>of</strong> the <strong>Department</strong><br />

<strong>of</strong> <strong>Agriculture</strong> and <strong>Co</strong><strong>operation</strong>.<br />

4.33 Major components <strong>of</strong> ISOPOM: Under<br />

the scheme, assistance is provided for the<br />

purchase <strong>of</strong> breeder seed, production <strong>of</strong><br />

foundation seed, production and distribution <strong>of</strong><br />

certified seed, distribution <strong>of</strong> seed mini-kits,<br />

distribution <strong>of</strong> plant protection chemicals, plant<br />

protection equipment, weedicides, supply <strong>of</strong><br />

rhizobium culture/phosphate solubilising<br />

bacteria, supply <strong>of</strong> improved farm implements,<br />

supply <strong>of</strong> micro-nutrients, distribution <strong>of</strong> gypsum/<br />

pyrite/liming/dolomite, distribution <strong>of</strong> sprinkler<br />

sets and water carrying pipes, publicity, etc. In<br />

order to disseminate information on improved<br />

production technologies amongst farmers, block<br />

demonstrations and Integrated Pest<br />

Management (IPM) demonstrations are<br />

organised through state departments <strong>of</strong><br />

agriculture, and front line demonstrations<br />

through the ICAR. For oil palm development,<br />

assistance is provided for planting material,<br />

cultivation cost, installation <strong>of</strong> drip irrigation,<br />

diesel pump sets, training, development <strong>of</strong><br />

wastelands, technology transfer through<br />

demonstration and publicity.<br />

4.34 Oilseeds: The diverse agro-ecological<br />

conditions in the country are favourable for<br />

growing nine annual oilseeds, which include<br />

seven edible oilseeds, i.e., groundnut, rapeseedmustard,<br />

soybean, sunflower, sesamum,<br />

safflower, and niger, and two non-edible oilseeds<br />

i.e., castor and linseed. Oilseeds are raised<br />

mostly under rain-fed conditions and are<br />

important for the livelihood <strong>of</strong> small and marginal<br />

farmers in the arid and semi arid areas <strong>of</strong> the<br />

country.<br />

The area, production, and yield <strong>of</strong> oilseeds during<br />

the last three years and the current year is given<br />

in Table 4.2:<br />
