6.4 Fertilizer Prices: Urea is the only fertilizer<br />
under statutory price control. The Maximum<br />
Retail Price (MRP) is fixed by the Government<br />
for phosphatic and potassic fertilizers under the<br />
concession scheme to ensure their availability<br />
to farmers at a reasonable price. With effect from<br />
18 June 2008, the Government <strong>of</strong> India has<br />
rationalised MRPs <strong>of</strong> complex fertilizers based<br />
on nutrient content <strong>of</strong> N, P, and K in the MRP <strong>of</strong><br />
straight fertilizers such as urea, Di-Ammonium<br />
Phosphate (DAP) and Muriate <strong>of</strong> Potash (MOP)<br />
respectively. The MRPs <strong>of</strong> fertilizers at present<br />
are given in Table 6.2:<br />

6.5 Nutrient Based Fertilizer Subsidy: A<br />
Group <strong>of</strong> Ministers was constituted to examine<br />
the nutrient based subsidy policy and measures<br />
for the rationalisation <strong>of</strong> fertilizer subsidy<br />
disbursement, and make appropriate<br />
recommendations, keeping in view the following<br />
objectives:<br />
i) To strengthen the balanced use <strong>of</strong><br />
fertilizers and proper and efficient nutrient<br />
management in the interests <strong>of</strong><br />
sustainable agriculture;<br />
ii) To avoid the indiscriminate use <strong>of</strong><br />
fertilizers, leading to a high subsidy<br />
burden;<br />
iii) To ensure significant incentives for<br />
investors to invest in the fertilizer industry<br />
for promoting its growth and<br />
management, and<br />
iv) To ensure higher agricultural productivity<br />
and production for food security.<br />
6.6 Promotion <strong>of</strong> Integrated Nutrient<br />
Management (INM): The Government is<br />
promoting soil test-based, balanced, and<br />
judicious use <strong>of</strong> chemical fertilizers, bi<strong>of</strong>ertilizers,<br />
and locally available organic manures<br />
such as farmyard manure, vermi-compost, and<br />
green manure, to maintain soil heath and<br />
