2.1 Structure : The <strong>Department</strong> <strong>of</strong> <strong>Agriculture</strong><br />
and <strong>Co</strong><strong>operation</strong> (DAC) is one <strong>of</strong> the three<br />
constituent departments <strong>of</strong> the Ministry <strong>of</strong><br />
<strong>Agriculture</strong>, the <strong>Department</strong> <strong>of</strong> Animal<br />
Husbandry, Dairying and Fisheries (DAHD&F) and<br />
the <strong>Department</strong> <strong>of</strong> Agricultural Research and<br />
Education (DARE) being the other two. This<br />
department is headed by the <strong>Agriculture</strong> Minister<br />
and is assisted by a Minister <strong>of</strong> State. The<br />
Secretary (<strong>Agriculture</strong> and <strong>Co</strong><strong>operation</strong>) is the<br />
administrative head <strong>of</strong> the <strong>Department</strong>. The<br />
Secretary is assisted by one Special Secretary,<br />
three Additional Secretaries, and a Financial<br />
Adviser, a Senior Adviser, an Economic and<br />
Statistical Adviser, an <strong>Agriculture</strong> <strong>Co</strong>mmissioner,<br />
ten Joint Secretaries, one Horticulture<br />
<strong>Co</strong>mmissioner, one Horticulture Advisor , one<br />
Plant Protection Adviser, and one Mission<br />
Director for the National Horticulture Mission. In<br />
addition, the Chairman <strong>of</strong> the <strong>Co</strong>mmission for<br />
<strong>Agriculture</strong> <strong>Co</strong>sts and Prices (CACP) advises the<br />
<strong>Department</strong> on pricing policies for select<br />
agricultural crops.<br />

Function and<br />
Organisational Structure<br />
2.2 The DAC is organised into twenty five<br />
divisions and a Technology Mission on Oilseeds,<br />
Pulses, and Maize (Annexure-2.1), and has four<br />
attached <strong>of</strong>fices and twenty one subordinate<br />
<strong>of</strong>fices which are spread across the country for<br />
coordination with state-level agencies and<br />
implementation <strong>of</strong> Central Sector Schemes in<br />
their respective fields (Annexure-2.2). Further,<br />
two Public Sector Undertakings, eight<br />
autonomous bodies, eleven national-level<br />
cooperative organisations and two authorities are<br />
working under the administrative control <strong>of</strong> the<br />
<strong>Department</strong> (Annexure-2.3).<br />
2.3 Administrative Improvement: An<br />
Administrative Vigilance Unit functions in the<br />
<strong>Department</strong> under an Additional Secretary,<br />
designated as the Chief Vigilance Officer (CVO)<br />
to ensure a clean and corruption free work<br />
environment through surveillance, preventive and<br />
punitive measures. The CVO conducts regular<br />
reviews through meetings, reports and returns,<br />
etc., and suitable directions are issued to all
