13.13 Financial Progress: With effect from<br />

2007-08, the first year <strong>of</strong> the Eleventh Plan, state<br />

governments are contributing 15 per cent <strong>of</strong> the<br />

budget as their share and the Government <strong>of</strong><br />

India is providing 85 per cent. From 2005-06 to<br />

<strong>2009</strong>-<strong>2010</strong>, an amount <strong>of</strong> Rs. 4,228.37 crore has<br />

been released for the implementation <strong>of</strong> the<br />

scheme, <strong>of</strong> which, Rs. 3,659.46 crore has been<br />

reported to be incurred. During <strong>2009</strong>-<strong>2010</strong>, Rs.<br />

725.25 crore was released for the<br />

implementation <strong>of</strong> the scheme.<br />

13.14 Centrally Sponsored Scheme on Micro-<br />

Irrigation: The centrally sponsored scheme on<br />

micro-irrigation has been launched in January<br />

2006 during the Tenth Plan for implementing drip<br />

and sprinkler irrigation in the country. The<br />

scheme is aimed at achieving better water use<br />

efficiency (60-70 per cent), increase in yield (30-<br />

100 per cent), savings in fertilizer consumption<br />

(<strong>of</strong> up to 40 per cent), reduction <strong>of</strong> weeding costs<br />

and inter-cultural <strong>operation</strong>s, better quality <strong>of</strong><br />

produce, with enhanced productivity.<br />

13.15 The main objective <strong>of</strong> the scheme is to<br />

increase the coverage <strong>of</strong> area under improved<br />

methods <strong>of</strong> irrigation in the country for better<br />

water use efficiency along with other benefits<br />

like fertigation, quality production, etc., and to<br />

provide stimulus to growth in the agriculture<br />

sector with the following components:<br />

(i) <strong>Co</strong>verage <strong>of</strong> area under drip and sprinkler<br />

irrigation;<br />

(ii) Human Resource Development (HRD) <strong>of</strong><br />

farmers and developmental staff,<br />

demonstration awareness, quality control<br />

<strong>of</strong> Micro Irrigation Systems.<br />

13.16 Under this scheme, assistance is<br />

provided to all categories <strong>of</strong> farmers at the rate<br />

<strong>of</strong> 50 per cent <strong>of</strong> the cost <strong>of</strong> drip and sprinkler<br />

systems and at the rate <strong>of</strong> 75 per cent <strong>of</strong> the<br />

cost for demonstration purposes. The<br />

programme is implemented for horticulture and<br />

non-horticulture crops except oil palm and<br />

plantation crops like rubber, tea, and c<strong>of</strong>fee.<br />

13.17 The transfer <strong>of</strong> technology through<br />

human resource development, including training<br />

programmes, publications, awareness<br />

programmes, etc., are implemented by different<br />

states. Training programmes are coordinated by<br />

the National <strong>Co</strong>mmittee on Plasticulture<br />
