States, Sikkim, Jammu and Kashmir, Himachal<br />
Pradesh, and Uttarakhand: The centrally<br />
sponsored scheme on the Technology Mission<br />
for Integrated Development <strong>of</strong> Horticulture in the<br />
North Eastern region, including Sikkim (TMNE),<br />
was initiated during 2001-02 and was extended<br />
to the states <strong>of</strong> Jammu and Kashmir, Himachal<br />
Pradesh, and Uttarakhand during 2003-04. The<br />
scheme aims at establishing convergence and<br />
synergy among numerous ongoing<br />
governmental programmes in the field <strong>of</strong><br />
horticulture development to achieve horizontal<br />
and vertical integration <strong>of</strong> these programmes,<br />
and to ensure adequate, appropriate, timely, and<br />
concurrent attention to all the links in the<br />
production, post-harvest management, and<br />
consumption chain.<br />
13.34 During the year <strong>2009</strong>-10, an amount <strong>of</strong><br />
Rs. 349 crore has been earmarked, and an<br />
amount <strong>of</strong> Rs. 183.83 crore has been released<br />
under the scheme, out <strong>of</strong> which Rs. 141.73 crore<br />
has been released to North Eastern states and<br />
Rs. 42.10 crore to Himalayan states.<br />
13.35 Under the scheme, the progress made<br />
since inception and up to 2008-09 includes<br />
bringing an additional area <strong>of</strong> about 4.94 lakh<br />
hectares under cultivation with various<br />
horticulture crops in the North Eastern and<br />
Himalayan states, including fruits (3,03,667<br />
hectares), vegetables (77,882 hectares), spices<br />
(61,985 hectares), plantation crops (10,443<br />
hectares), medicinal plants (6,079 hectares),<br />
aromatic plants (8,640 hectares), roots and<br />
tubers (1,540 hectares), and flowers (24,042<br />
hectares). Under the scheme, -47 wholesale<br />
markets, 264 rural primary markets, 64 apni<br />
mandies, 18 state grading laboratories, 31 ropeways,<br />
and 47 processing units in the North<br />
Eastern states, Jammu and Kashmir, Himachal<br />
Pradesh, and Uttarakhand were established.<br />
Besides, other infrastructure facilities, such as<br />
nurseries, community tanks, tube wells, tissue<br />
culture units, green houses, model floriculture<br />
centres, mushroom units, vermi-compost units,<br />
etc., have also been created.<br />
13.36 During the current year <strong>2009</strong>-10, an<br />
additional area <strong>of</strong> about 32,498 hectares has<br />
been brought under the cultivation with various<br />
horticulture crops in the North Eastern and<br />
Himalayan states. The share <strong>of</strong> different crops<br />
is as follows-fruits (10,902 hectares), vegetables<br />
(10,510 hectares), spices (3,078 hectares),<br />
plantation crops (750 hectares), aromatic plants<br />
(1,368 hectares), flowers (906 hectares), and<br />
other horticulture crops.<br />
13.37 Infrastructure such as markets and<br />
processing units have been developed. 20 rural<br />
primary markets are being developed, two <strong>of</strong><br />
which have been completed, and six processing<br />
units are being developed, <strong>of</strong> which, three have<br />
been completed.<br />
13.38 Under the Mission, 67,329 women<br />
entrepreneurs were trained on different aspects<br />
<strong>of</strong> horticulture up to 2008-09, and 500 during<br />
<strong>2009</strong>-10 so far.<br />
13.39 Central Institute <strong>of</strong> Horticulture (CIH),<br />
Medziphema, Nagaland: Recognising the<br />
importance <strong>of</strong> institutional support for the<br />
development <strong>of</strong> horticulture in the North East<br />
region, a central sector scheme, the<br />
Establishment <strong>of</strong> a Central Institute <strong>of</strong><br />
Horticulture in Nagaland, has been approved for<br />
implementation in 2005-06. The Institute has<br />
conducted training for farmers and state/district<br />
horticulture <strong>of</strong>ficers, erected green houses for<br />
the protected cultivation <strong>of</strong> fruit crops and<br />
flowers,developed mother stocks for fruit and<br />
vegetable crops, and has been engaged in other<br />
core developmental activities over the last five<br />
years. The Institute has been set up on an area<br />
<strong>of</strong> 43.50 hectares.<br />
