8.15 The outlay for the Eleventh Plan is fixed<br />
at Rs. 3,500 crore. As against the budget<br />
provision <strong>of</strong> Rs. 500 crore, Rs. 644 crore, and<br />
Rs. 644 crore for the first, second and third years<br />
<strong>of</strong> Eleventh Five Year Plan i.e., 2007-08, 2008-09<br />
and 2008-09, Rs. 718.88 crore, Rs. 694 crore and<br />
Rs. 1,319 crore have been utilised respectively.<br />
No state-wise allocation is made under the<br />
scheme.<br />
8.16 Redesigning <strong>of</strong> the Scheme: Despite a<br />
high claims ratio (i.e., 1:3.13) and low premium<br />
rates, particularly for food and oilseed crops,<br />
farmers (particularly non-loanee farmers) are not<br />
coming forward to avail <strong>of</strong> crop insurance in a<br />
big way. To overcome some <strong>of</strong> the limitations<br />
and to make the scheme more farmer friendly, a<br />
joint group was constituted to study the<br />
improvements required in the existing crop<br />
insurance schemes. The group made an in-depth<br />
study and made important recommendations,<br />
such as reduction in the unit area <strong>of</strong> insurance<br />
to Gram Panchayats for major crops, improving<br />
the basis <strong>of</strong> calculation <strong>of</strong> threshold yield, higher<br />
indemnity level <strong>of</strong> 80 per cent and 90 per cent,<br />
coverage <strong>of</strong> pre-sowing/planting risks and postharvest<br />
losses, personal accident insurance<br />
cover, and package insurance policy, etc.<br />
