10.6 With a view to facilitating states in the<br />

drafting <strong>of</strong> modified rules under the amended<br />

Act, the DAC formulated the Model APMC Rules<br />

based on the Model APMC Act, and circulated<br />

the same among the states in November 2007.<br />

The states <strong>of</strong> Andhra Pradesh, Rajasthan,<br />

Maharashtra, Orissa, Himachal Pradesh,<br />

Karnataka, Madhya Pradesh (only for special<br />

license for more than one market), and Haryana<br />

(only for contract farming) have notified such<br />

amended Rules so far.<br />

10.7 Terminal Market <strong>Co</strong>mplex: The<br />

<strong>Department</strong> has recently taken the initiative to<br />

promote modern Terminal Market <strong>Co</strong>mplexes<br />

(TMC) for fruits, vegetables, and other<br />

perishables in important urban centres <strong>of</strong> the<br />

country. These markets would provide state-<strong>of</strong>the-art<br />

infrastructure facilities for electronic<br />

auctions, cold chain, and logistics, and operate<br />

through primary collection centres conveniently<br />

located in producing areas to allow easy access<br />

to farmers. The terminal markets are envisaged<br />

to operate in the hub-and-spoke format, wherein<br />

the terminal market (the hub) would be linked to<br />

a number <strong>of</strong> collection centres (spokes),<br />

conveniently located in key production centres<br />

to allow easy access to farmers for marketing<br />

their produce.<br />

10.8 The <strong>Department</strong> has modified the ongoing<br />

Terminal Market <strong>Co</strong>mplex scheme under<br />

which as per the revised norms, a subsidy not<br />

exceeding 40 per cent <strong>of</strong> the project cost<br />

(excluding the cost <strong>of</strong> infrastructure and land for<br />

non-marketing services and limiting the portion<br />

<strong>of</strong> cost <strong>of</strong> the land for the TMC to a level as allowed<br />

under the Wholesale Market <strong>Co</strong>mponent under<br />

the National Horticulture Mission for calculating<br />

subsidies) would be provided, which shall not<br />

exceed Rs. 50 crore per TMC. There will be no<br />

equity participation in the project by the<br />

Government. For protecting the interests <strong>of</strong> the<br />

farmers, there will be a provision for participation<br />

<strong>of</strong> the Producers' Association in the equity <strong>of</strong> the<br />

project up to 26 per cent. Already, in-principle<br />

approval <strong>of</strong> the EC <strong>of</strong> the National Horticulture<br />

Mission has been accorded for initiating bidding<br />

for Terminal Market <strong>Co</strong>mplex projects at<br />

Babangaon in Thane District <strong>of</strong> Maharashtra, at<br />

Perundural in Erode District <strong>of</strong> Tamil Nadu, at Patna<br />

in Bihar, and at Sambalpur in Orissa.<br />

10.9 Agri-business Development project<br />

through the ADB: A project on agri-business<br />

infrastructure development for improving<br />

marketing infrastructure and market intelligence<br />

including capacity building through Asian<br />

Development Bank (ADB) Technical Assistance<br />

has been initiated for the states <strong>of</strong> Maharashtra<br />

and Bihar. Asian Development Bank consultants<br />

have completed the first TA Study and have<br />

submitted their final report. The ADB has<br />

undertaken a further consultancy study in<br />

collaboration with both states to prepare detailed<br />

project reports for mapping two end-to-end value<br />

chains in Maharashtra and Bihar for<br />

implementation purposes.<br />

10.10 Multi-State Agricultural <strong>Co</strong>mpetitiveness<br />

Project (MACP): A Multi-State Agricultural<br />

<strong>Co</strong>mpetitiveness Project has been taken up in six<br />

states, i.e., Maharashtra, Rajasthan, Orissa, Andhra<br />

Pradesh, Tamil Nadu, and Punjab, for World Bank<br />

assistance under the state sector. The project aims<br />

to achieve the development <strong>of</strong> competitive<br />

marketing systems and improved market access<br />

for farmers through enhanced knowledge and<br />

more effective producer organisations, increasing<br />

efficiency and reducing costs in the marketing chain<br />

for the benefit <strong>of</strong> both producers and consumers,<br />

increased Small and Medium Enterprise<br />

investment in agriculture, and more effective use<br />

<strong>of</strong> public funds allocated to extension/applied<br />

research and investment schemes.<br />

10.11 All states have submitted the Preliminary<br />

Project <strong>Report</strong> (PPR). Maharashtra and Rajasthan
